What the role is:The Culture Academy (CA) of Ministry of Culture, Community and the Youth, of the Singapore Government Service, plays a key role in promoting the cultural sector thought leadership the public sector and on the global stage. You will play a part in championing the development of the next generation of Singapore\'s cultural leaders in the public and private sectors, in-line with MCCY\'s strategic priorities of fostering a caring people, cohesive society, and confident nation. The Academy\'s work focuses on three inter-related areas: Leadership and Capability Development, Research and Scholarship and International Partnerships. To build and nurture leadership capabilities in the arts and culture sector, CA offers programmes and opportunities for our cultural leaders to hone their leadership skills and deep dive into cross-sector research so that they can grow professionally. The Academy also actively seeks platforms locally, regionally and internationally to showcase our cultural leaders so that it can achieve its vision of becoming a leading regional centre of excellence and knowledge for the development of cultural policy. The jobholder is part of the team to champion CA\'s key initiatives in stewarding talent development initiatives and developing capability development milestone leadership programmes of high-quality standards for the Cultural Sector so as to achieve the Academy\'s vision in championing the development of the next generation of Singapore\'s cultural leaders. The jobholder will assist the Deputy Director (Leadership & Capability Development) to drive the centre\'s talent development initiatives.What you will be working on:Working with immediate supervisor/s to engage key stakeholders such as National Heritage Board, National Arts Council and their respective and MCCY\'s family cultural institutions, as well as industry players and governmental agencies within the Creative economy sector and beyond, the jobholder will: a) assist in developing & implementing talent development initiatives such as coaching, mentoring and attachments/rotation programmes for the culture-sector, working hand-in-hand with the HR-Community of Practice. b) assist in engagement plans as part of the larger Culture Sector stakeholders\' engagement strategy towards a more coordinated approach to talent development initiatives on a sector-level. c) develop and execute engagement strategies with the Arts and Heritage leaders to build shared purpose. d) Involve in the leadership training programmes in implementing the delivery (including the procuring and oversight of execution of logistical needs) and conducting evaluation of training programmes. As part of development and implementation, be responsible for the full spectrum of training programme administration including manage (nominations of) participants and resource persons, plan and arrange learning journeys, develop and implement overseas trips to South East Asia and beyond, liaise with internal stakeholders to prepare/manage training programme budget in accordance with guidelines, work with internal colleagues and respective Human Resource counterparts to manage nomination, and administer/process programme fees and financial matters, and procure, coordinate and keep an oversight of execution of logistical needs working with external vendors. e) compile relevant statistics, perform after-action review and recommend improvements to the various programmes, and leverage on technology/digital tools for programme processing, records/knowledge management and process improvement. f) collaborate with the other Public sector training institutions/counterparts/partners to identify/develop relevant content and knowledge required to meet desired learning outcomes.What we are looking for:Work Experience and Knowledge a) At least 2 years of relevant work experience with Ministries or other public agencies. Fresh graduate who has a strong interest in human resource knowledge, and learning and development could be considered. b) Knowledgeable in human resource and stakeholders management. Preferably with knowledge of public sector governance and management. c) A good understanding of and/or interest in issues relating to arts, culture and heritage and human resource talent development such as talent pool management, succession planning, etc. will be highly useful. Competencies a) Preference will be given to those with good knowledge & experience in talent/career development & succession plan strategies. b) Proficient in MS Office Applications and interested in technological applications and innovations. c) Sociable and spontaneous self-starter and team player with an inquisitive mind with good communication, interpersonal, organisation and administration skills and a keen sense of responsibility. d) Proficient in Human resource management. Knowledge in Learning & Development such as Advanced Certificate in Learning and Performance (ACLP) or Training and Assessment (ACTA) or related training in the field of learning & development, familiarity in the culture sector would be advantageous.
