Project Description Opportunity 2.0 is a program of the United States Agency for International Development (USAID) that supports existing programs and mechanisms on improving the education, employment, and livelihood outcomes of 180,000 out-of-school youth across 15 cities in the Philippines until 2025. The program will work with over 2,200 employers and at least 50 education or training institutions especially in major hubs like Metro Manila, Metro Cebu, and Davao. It is implemented by EDC, in collaboration with the Department of Education (DepEd), Technical Education and Skills Development Authority (TESDA), Local Government Units (LGUs), the private sector, and program partners, SEAMEO-INNOTECH, Philippine Business for Education (PBEd), Voluntary Service Overseas (VSO), Accenture, and Catholic Relief Services (CRS).


Position Description The Senior M&E Manager is responsible for providing overall leadership, coordination, technical supervision of the project’s monitoring and evaluation activities, as well as the development of a workplan. The Senior M&E Manager will ensure active collaboration with program/technical managers to develop M&E tools and integrate M&E across all program components, identify and develop the tools needed to measure program impact on youth and resilience, and manage all M&E staff and contribute to project’s reports. Furthermore, the Senior M&E Manager will manage all activities associated with monitoring and evaluation activities, will contribute to an effective tracking of implementation progress and accomplishments, as well as documentation and dissemination of project results. Essential Functions The Senior M&E Manager’s specific responsibilities will include, but are not limited to:

  • Managing and coordinating the project’s M&E team.
  • Managing project performance monitoring, oversight and data collection and reporting, ensuring that all M&E related activities are conducted accurately and in a timely manner.
  • Managing special studies to document project outcomes related to youth employment and civic engagement.
  • Ensuring that the methodologies and tools proposed to measure the programs impact are consistent and that data are systematically tracked and reported.
  • Ensuring that the project's M&E policies and procedures conform to USAID and EDC standards for validity, reliability, timeliness, integrity and completeness.
  • Managing the project’s M&E systems, including performance indicators and database system.
  • Leading, designing, and delivering capacity-building trainings for project technical staff, youth service providers and other implementing partners to continuously improve the quality of project delivery and promote shared accountability for results.
  • Supervising a growing team of diverse skill levels and locations in data collection, data validation, and MIS management.
  • Serving as liaison with EDC Home Office M&E Advisors and Technical team members.
  • Preparing and presenting O2’s accomplishments, impacts and activities to high level government representatives, stakeholders and global experts.
  • Preparing for and managing data quality assessments (DQAs), as needed.
  • Leading periodic meetings with project and implementing partner staff.
Other Duties
  • Understand the terms of USAID award, specifically the expected project results, and ensure compliance with requirements.
  • Provide effective supervisory guidance to direct reports and functional guidance to the technical team, as necessary.
  • Participate in senior management meetings and decision-making, as necessary.
  • Proactively anticipate potential or actual problems or risks, discuss with management, and submit appropriate recommendations to eliminate or minimize threats or risks.
  • Assist with periodic reports as appropriate and submit inputs timely.
  • Provide support to other special initiatives as may be needed.
  • Demonstrate a high level of professionalism when dealing with sensitive and confidential documents and information, and with co-workers and EDC partners.
  • Comply with project and organizational policies concerning security, human resources, financial and grants management, the confidentiality of information, and the like.
  • Comply with EDC’s administrative and HR regulations, including policies and procedures on performance management and annual performance review.
  • Perform other duties as may be assigned.
Organizational Relationships and Employment Status
  • Reports to Chief of Party
  • Supervises: Manila-based Database Manager, Data Analyst, and M&E Officers in Regional Hub offices
  • Based in Manila with travel to all project sites
  • Regular full-time employee


Qualifications
MINIMUM QUALIFICATIONS
Education: A Master’s degree in education, social sciences, or a related field. Skills and Experience: The Senior M&E Manager’s specific responsibilities will include, but are not limited to:
  • At least 8 years of progressively responsible and directly relevant experience in monitoring and evaluation, preferably in USAID-assisted project
  • Outstanding and effective oral communication and writing skills
  • Extensive experience with monitoring program implementation using qualitative and quantitative approaches
  • Experience using data analysis packages such as SAS or SPSS and database management systems, preferably Access
  • Experience in developing and coordinating data collection, processing and analysis systems
  • Demonstrated capacity to work effectively with teams
  • Proven capacity to facilitate coordination amongst diverse range of staff and stakeholders
  • Strong management skills
  • Excellent people skills at all levels, cultural sensitivity, ability to work well under pressure, negotiate diplomatically, and the ability to work well in a multicultural and multidisciplinary work environment
  • Willingness to work and travel in all project areas
Language: Fluency in Filipino and English.
