Role description:

  • The Senior Project Manager shall lead all other Technical Professionals, including Resident Engineer (RE) and Registered Technical Officers (RTOs) / Site Supervisors (SS), to carry out day-to-day operations of the project which including but not limited to the following duties:
  • Evaluate the Contractor’s proposed programme of works & recommend any adjustments where necessary;
  • Lead all other Technical Professionals, including Resident Engineer (RE) and Registered Technical Officers (RTOs) / Site Supervisors (SS), in supervision of the project to ensure compliance of drawings/specifications, approved work methods and authorities requirements, including but not limited to tracking and monitoring of other consultant’s submissions and approvals from the relevant Authorities;
  • Develop project schedule showing major milestones e.g. timber mock up, sample unit, tiling works, trade demonstrations, shop-drawing submissions, method statements etc., including sub-phasing of construction work activities for the monitoring of work progress;
  • Maintain and keep up-to-date all project related information in the HDB’s project management portal;
  • Establish the quality management system, safety and risk management, time management, cost planning and management system for the construction activities;
  • Manage the Contractor and HDB’s Term Contractors on the construction of the project, including but not limited to monitoring submissions by Contractor and clearances from the other consultants and relevant
  • authorities;
  • Monitor performance of environmental control measures, earth control measures, site safety measures, housekeeping on site and initiate preventive/corrective actions;
  • Conduct quality inspections with other Technical Professionals, including Resident Engineer (RE) and Registered Technical Officers (RTOs) / Site Supervisors (SS);
  • Implement the Project Specific Quality Management System, including but not limited to working with Technical Professionals to evaluate work methods for all trades and arranging for sample unit inspections;
  • Evaluate work methods for all trades jointly with Technical Professionals, including Resident Engineer (RE) and Registered Technical Officers (RTOs) / Site Supervisors (SS);
  • Initiate action to prevent the occurrence of any non-conformance relating to product and process, including but not limited to establishing and managing a system for change orders and variation requests;
  • Coordinate/approve corrective actions and monitor the actions taken; Identify / solve site problems. To liaise and coordinate with all
  • Contractors, Technical Professionals and HDB (including the chairing of regular meetings) to ensure timely resolution of all site problems;
  • Conduct on-site joint verification of Contractor’s progress payment with the relevant consultants;
  • Coordinate services laying and diversion works, services connections and subsidiary contracts for timely delivery of supply Services;
  • Ensure works are constructed according to the approved construction drawings or approved shop drawings;
  • Supervise architectural, Civil, Structural, Mechanical & Electrical works to achieve good workmanship;
  • Monitor acceptance and commissioning tests/inspections.
  • Monitor and track to ensure that material samples are selected and tested according to proper processes. The Consultant shall ensure that the respective Technical Professionals verify and evaluate all test reports timely.
  • Inspect completed works and arrange with HDB and external parties on handing over of completed works; including but not limited to, collation of documents required for handing over.
  • Train, manage and provide leadership to the site supervisors, including but not limited to directing Resident Technical Officers/Site Supervisors in supervision and site management work, including the keeping of proper and accurate records;
  • Assist in investigating and liaising with public and the relevant authorities for public feedback;
  • Identify potential or actual causes of delay and take preventive or remedial actions;
  • Ensure timely submission of reports, processing of progress claims, claims for Extension of Time and other submissions from the Contractor;
  • As the point of contact for organization of ALL HDB matters related to the Project e.g. site visits, site meetings and HDB or external parties visit etc.;
  • Respond to all emergency matters, such as fire and accidents, at the site during or off working hours;
  • Work with Contractor and other consultants to project monthly construction expenditure;
  • Track the engagement of Registered Inspectors (Architectural and Mechanical & Electrical);
  • Attend / be present at meetings, briefing or presentations as required by HDB.
  • Monitor project’s master programme and cost. Where the Consultant becomes aware of potential costs overrun, design changes and/or time delays, he shall immediately inform HDB and work with the relevant consultants to recommend mitigation measures to HDB
  • Other ad hoc duties as and when directed

Qualifications & Experience:
  • Possess an Architectural, Civil / Structural / Electrical / Mechanical / Environmental Engineering, Building Science, Project Management, Construction Management, or other construction and engineering related degree.
  • The degree shall be recognised either by the respective Professional Bodies in Singapore (Board of Architects or Professional Engineering Board) or BCA.
  • A minimum of 5 years of relevant post-graduate working experience in the building construction industry, preferably in HDB projects or 3 years of relevant post-graduate project management experience.
  • Successfully completed the certified Construction Safety Course for Project Manager conducted by training providers accredited by MOM. The Site Project Manager without the Certificate of “Construction Safety Course for Project Manager” shall attend the course and obtain it within 6 months upon his employment at the site.
  • Possess a “Certificate of Competency in Earth Control Measures for Construction Site Personnel”. The Site Project Manager without the “Certificate of Competency in Earth Control Measures for Construction Site Personnel” shall attend the course and obtain it within 6 months upon his employment at the site; and
  • Successfully completed the CONQUAS training (for Developers & Consultants) by BCA. The Site Project Manager without the “Certificate of Attendance for the CONQUAS training (for Developers & Consultants)” shall attend the course and obtain it within 6 months upon his employment at the site.
