General Description

The Senior Registration and Mortgage Manager ("SRM") serves as the primary Registration and Mortgage contact in Asia for the Liberian Registry, providing prompt authoritative interpretations of Liberian requirements and high-level approval of requests from clients and other Regional offices. The SRM oversees vessel registrations and mortgage transactions in Asia. The SRM provides authoritative Registry information to clients and promptly answers their queries. The SRM vets submitted registration and mortgage documents, corresponding with clients by phone and in writing to guide them through the process and ensure transactions are completed according to Liberian requirements and client imperatives. The SRM communicates efficiently with clients and ensures prompt and reliable registration and mortgage services in line with internal procedures. The SRM participates in efforts to market the Registry, participating in client meetings, workshops and marketing events upon request. The SRM performs other services required to ensure a high level of service and daily Registry operations.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Vessel and Mortgage Registration

  • Complete knowledge of vessel registration, mortgage and deletion procedures, Liberian Maritime Law, Maritime Regulations and Requirements pertaining to instrument recording and deletion of vessels;
  • Provide full-service vessel registration and mortgage registrations for Singapore and Asia according to Maritime Law, Regulations and internal procedures;
  • Promptly review, advise on and/or authorize any registration and mortgage requests received by LISCR Singapore and referred to the SRM by regional offices;
  • Provide timely interpretations of Liberian requirements to ship owners, law firms, banks and offices in Asia;
  • Assist other Regional offices with document/work order reviews, approvals and other inquiries/requests;
  • Maintain dialogue and exchange best practices with NY office, remaining abreast of latest Liberian Registry vessel and mortgage registration requirements and internal policies;
  • Guide clients through vessel and mortgage registration process, providing information and answering queries;
  • Process newbuilding, flag transfer, back-to-back, flip flop, bareboat charter, name change, deletion and other relevant vessel registration transaction applications;
  • Record mortgage instruments and financing charters;
  • Create registration files, upload documents, enter/maintain vessel and ownership particulars;
  • Vet registration and mortgage documents for accuracy and conformity with requirements;
  • Provide feedback to clients regarding draft vessel registration documents, and mortgage instruments;
  • Update clients and regional offices on outstanding transaction closing requirements;
  • Coordinate vessel and mortgage registration closings with clients, colleagues and other offices;
  • Issue Liberian registration certificates and mortgage documents following registration;
  • Follow-up on outstanding items to ensure complete post-closing files;
  • Propose solutions to MD to vessel registration and mortgage issues;
  • Train registration and mortgage staff, as necessary.

Corporate

  • Provide clients with information on Liberian Company formation and FME Registration;
  • Guide clients through company formation and FME registration;
  • Review, vet and process corporate applications, including company formation, FME registration, issuance of certificates of good standing, filing documents in the public register, recording documents, withdrawals and dissolutions.

Other

  • Attend and participate in marketing meetings, events and workshops, as needed;
  • Provide guidance and step-by-step instructions to clients regarding the utilization of Waypoint;
  • Analyze current procedures and propose changes to enhance service efficiency;
  • Perform other duties and projects as assigned by management.

General Qualification Guidelines

Experience, Education and Certification

  • Law school graduate, maritime law preferred;
  • Master\'s Degree / LL.M preferred;
  • At least 5 years of experience;
  • Experience with mortgage instruments and financing documents;
  • Ship finance and maritime industry experience preferred;
  • At least 3 years of supervisory experience.

Knowledge, Skills and Abilities

  • Comprehensive knowledge of Liberian Maritime Law, Regulations and registration procedures;

  • Well-developed interpersonal and communication skills;
  • Well-organized and detail-oriented;
  • Ability to work both independently and as part of a team;

  • Availability to work outside regular business hours according to business needs;
  • Ability to work closely with clients and represent the company in a professional manner.
