Risk Management Wholesale & Rural (RM WR) is responsible for second line risk management activities of all business within Wholesale Rural and Retail (WRR). As a network oriented function, it is responsible for ensuring the implementation, working, and testing of the risk management framework. RM WR is organised to mirror the WR Businesses through a mix of globally managed and network oriented activities. Within WR the Wholesale business is structured around two primary revenue-generating business groups \xe2\x80\x93 Global Wholesale Clients (GWC) and Global Wholesale Product (GWP). GWC comprises of client coverage, loan product delivery, Export Finance (EF), Acquisition Finance (AF) and Mergers & Acquisitions. GWP comprises of Trade & Commodity Finance (TCF), Value Chain Financing (VCF), Project & (PF) and Markets. Furthermore WR is organised out of 6 regions, being Netherlands, Europe & Africa, North America, South America, Asia and Australia/New Zealand.

Rabobank Asia has three core branches (Hong Kong, Singapore, Shanghai). The business focus is on connecting clients from the Asia region with Rabobank\xe2\x80\x99s global food and agribusiness footprint and supporting global clients in Asia. The core product areas include Core Lending, Structured Lending (Trade and Commodity Finance, Project Finance and Value Chain Finance), Derivatives and advisory services.

The primary role of Wholesale RM WR is to (a) facilitate and support the business in realising its strategic ambition; (b) perform an independent pro-active risk management function, including monitoring; (c) ensure that activities are based on a robust risk framework and a strong risk culture. These roles are performed in accordance with the three line of responsibility principle, where business units act as the first line, taking ownership and being accountable for Front to Back risk while being responsible for (non) financial risk of their portfolio, Risk Management acts as an independent second line and Internal Audit acts as the third line.

The Risk Officer (RO) function within Wholesale WR is an independent pro-active senior risk management role within the second line of defence with the responsibility to facilitate, monitor, challenge and support the business in realising its strategic ambition including transaction approval authority.

The RO operates within a robust risk framework and culture where the business takes first line responsibility. The RO challenges the first line of defence and engages with Second / Third line colleagues on a timely and proactive basis to achieve and maintain a high quality portfolio by reducing credit and operational losses, ensuring that risks (financial & non-financial) are properly identified and addressed and that trends are recognized and acted upon. The job holder is required to maintain close working relationships with Regional and Central Risk Management activities with the aim to align on a timely basis. The Risk Officer engages with the business at a transaction level providing initial risk input and ultimately deciding upon within delegated approval authorities / providing risk advice to approving authorities on submissions. At a portfolio level the RO provides reviews, reports on and challenges the business on portfolio trends, risk culture, concentration risks, sectors and market developments and ensures that Red Flags are identified and acted upon.

The RO WRR operates in a local context and supports the local CRO (hierarchically) in ensuring the effective independent second line Risk Management for the specific location.

Within delegated authorities the RO acts as approver of credit proposals on behalf of the second line for the location/region. In locations where no sufficient knowledge base is present for GWP product lines, the Risk Officer will timely and closely engage with the Global Risk Officer. Within the delegated approval framework the RO will always provide second line sign off, and if required under delegated approval authorities the GRO provides an additional 2nd line sign off.

Key Responsibilities and Accountabilities

Identify Risk

Responsible for second line transactional engagement with the business from origination through to approval, ensuring that risks are properly identified and clients and transactions fit the risk appetite as laid down in the various risk appetite statements within Wholesale WR.

In locations without sufficient deal flow for GWP businesses to build and maintain a sufficient knowledge base from a risk point of view, the RO will closely align with the Global Risk Officer from origination through to approval, ensuring risks are properly identified and clients and transactions fit the risk appetite as laid down in the various risk appetite statements within Wholesale WRR.

Assess Risk

Forms independently an opinion on the acceptability of the risk, in terms of credit, structure, legal, tax, commercial and non-financial risk aspects.

Ensures high quality, well substantiated and timely decisions, to facilitate an effective approval process.

Approve / Opine on Risk

Decides upon proposals under delegated approval authority or otherwise makes recommendations to approving bodies.

Manage Risk

Responsible for second line portfolio risk management via active engagement with the business and relevant Second line and Third line departments.

Assess the portfolio on trends, concentration risks, volatility and consequence thereof, taking pro-active actions where needed.

Leverage risk expertise across the WR network by actively interacting with other Risk Officers to ensure best practices in the field of credit risk management.

Monitor and Review

Contributes to management reporting and ERM reporting.

Analyze and learn lessons from events, changes, trends, successes and failures

Detect changes in the internal and external context, including changes to risk criteria and the risk itself which can require revision of risk treatments and priorities (Risk Appetite Statement, Policies and Procedures)

Identify emerging risks.

Network

Builds, maintains and extends a network with the first line.

Engages within other Risk Departments and Risk Officers to ensure quality of decision taking, portfolio management and adequate engagement with 1st line business and other stakeholders.

Develops and maintains relationship with the relevant second and third line departments (e.g. Legal, Tax, Compliance, IT Ops, Operational Risk, Audit).

Essential Qualifications

Bachelors or Masters degree in financial or target industry

At least 15 years of experience in credit risk management and credit approval experience preferred

Substantial experience in Risk Management, Risk analysis/ Portfolio Management concepts.

Good command of English language.
