What the role is:
The Senior Specialist/Specialist will assist the Deputy Director in leading the green and sustainability program and oversee the implementation of green projects. He/she will bring in-depth expertise in sustainability management to help build internal capabilities within HTX. He/she will also address the downstream infrastructure management and contract management in the area of sustainability in HTX and Home Team Departments (HTD).
What you will be working on:
The job-holder will assist the Deputy Diector in the Building and Infrastructure (B&I) Division - Infrastructure Management, Project Development, Cost and Contract Management, and handle a mix of green projects from each of the branches. Reporting to the Deputy Directors in the respective areas, he/she is expected to provide technical support and guidance to HTX and HTDs. o For Project development, He/she will work with users to do front-end sustainability or greening planning, and provide inputs for tender specifications for consultancy services prepared by the HTDs and tender specifications for B&I works prepared by the project consultants. He/she will involve in the implementation of green projects. o For Cost and Contract Management, He/she will review clause related to sustainability scope and work on any cost benefit of sustainability program. o For Infrastructure Management work, He/she will work with users( HTX and HTDs) to oversee the sustainability for infrastructure management, as following: - Creating a governance framework for sustainability management within HTDs and HTX. - Offer guidance on green initiatives and approve any sustainability-related modifications or improvements to HTD's infrastructure. - Plan and implement green development strategies to help achieve MHA's GreenGov.SG objectives and Net Zero target and working with key partners on systematic ways to track carbon emission. - Oversee the progress of Building and Infrastructure projects in the resource management plan to ensure they are completed on schedule. - Conduct energy audits for both new and existing infrastructure within HTDs. - Develop and spearhead the sustainability strategies for HTX. - Computing WEI and EUI and make in deep analysis of the data in the Greeen Portal - Coordinate and Update all request related to the GreenGov
What we are looking for:

• Tertiary Qualifications in Architecture or Mechanical Engineering. o Between 5-8 years of relevant experience in roles such as consultancy or built environment industry, with preference in consultancy roles. o Sound knowledge in other construction related fields like contract management, project and facilities management, with good analytical skills and interpersonal skills. o Green Mark Certification or Singapore Certified Enery Manager or knowledge of Environmental, Social, and Governance (ESG) o Good in people management. o Confident with good judgement to handle different situations. The selected candidate may be posted to one of the HTDs after undergoing on-the-job training in HTX. * All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
