About the Department

Group Technology and Operations (GTO) provides software and system development, information technology support services and banking operations.

We have centralized and standardized the technology components into Singapore, creating a global footprint which can be utilized for supporting our regional subsidiaries and the branches around the world. We operate and support 19 countries with this architecture to provide a secure and flexible banking infrastructure.

Our Operations divisions provide transactional customer services for our businesses while also focusing on cost efficiency through process improvements, automation and straight through processing.

Job Responsibilities

Project Planning

  • Act as key liaison for new and release initiatives for Cards Technology Team
  • Manage pre-approved project planning and orchestrate execution approach by Card Technology Team
  • Partner with Business leaders, T&O Program managers, Business analysts and system analysts to collate, understand and finalize functional and technical requirements
  • Facilitate discussion of concepts with business, Operations and technology stakeholders in order to establish use cases. Lead with establishing MVP based on priorities and cost involved
  • Ensure cross functional analysis is carried out during requirement and solution phase, by tapping into collective knowledge of business, system analysts, operations and cross functional technology teams
  • Establish T-shirt/estimation sizing models across cards technology by connecting needs, requirements with solution options and dependency factors
Budget planning & Financial management
  • Manage Strategic Workforce Planning & Resource Forecast based on Customer Journey and business strategy
  • Plan and track budget - Annual Spend, Quarterly Release, Pre-Project and Project Spend
  • Support procurement of asset, services and resources
Transformation & Change Management
  • Drive the organization transformation initiatives through the process changes and role alignments within Cards technology.
  • Be a change agent to build the team\'s capabilities to consistently plan, change and manage the multiple change initiatives across technology organization
  • Foster an environment of technology excellence and innovation. Lead and Engage in innovative problem-solving activities, requiring conceptual thinking creating \'out of the box\' solutions with prototypes and pilots.
  • Champion the planning and delivery of strategic cards and unsecured projects and ensure adherence to group architecture principles, enterprise design principles, security and control standards
Quarterly Release Planning & Management
  • Oversee, plan and manage Quarterly Release Change requests for allocation to technical delivery teams
  • Track utilisation against allocated capacity
  • Provide status reporting regarding milestones, deliverable, dependencies, communicating across leadership and business stakeholders
  • Prepare Implementation plan per release
Resource Planning & Management
  • Partner with on-shore and off-shore Delivery Managers in Resource planning, aligning to approved budget
  • Track and provide status reporting of resource demand vs supply, identify and fill resource gap
Supplier Management
  • Partner with UOB\'s vendor management team to manage vendors
  • Define and compile roles/responsibilities expected of vendors to meeting team deliverables.
  • Define meaningful key performance indicators and track performance against these KPI
  • Conduct RFQ/RFI, participate and influence vendor selection
Business Continuity Management
  • Drive adoption of software development industry practices to foster an environment of technology excellence & innovation
  • Lead all audits & reviews
  • Manage Risk control and governance for cards applications
Job Requirements

The ideal candidate will be a dependable and result-oriented technology delivery manager who can comfortably work in a large development organization in a globally distributed, dynamic work environment that fosters diversity, teamwork, and collaboration. He/she should be passionate about Technology and have a mindset to be technically hands-on if needed. Well-versed in the latest trends, especially around disruptive technology, and proven record in execution. The ability to work and thrive in high pressure environment is essential. This role will report to the Head of Cards Technology for the technical planning and delivery of strategic projects and quarterly releases.
  • Bachelor Degree in Computer Science, Engineering or similar domains. Related professional / technical qualification will be advantageous although not mandatory
  • More than 15 years\' delivery record in developing and delivering global / regional Cards solutions for a multi-national/regional company with annual budgetary responsibility
  • More than 10 years\' leadership experience in managing IT Cards delivery teams
  • Strong technical/platform knowledge on CardLink / Vision Plus, mainframe (CICS / Cobol) and distributed platforms. Thorough knowledge of Credit Cards domain is a must. Strong technical/platform knowledge of mainframe processors like CardLink / CardPac / VisionPlus and understanding of Cards ecosystem & trends is preferred.
  • Exceptional business domain knowledge covering areas of cards, remote commerce, portals, collections, loyalty rewards and open banking
  • Experienced in executing large-scale Cards technology transformation and migration projects. A good understanding of the credit card industry and multiple functions like Cards Issuing & acquiring management, Transaction Management, Disputes, Authorization, Settlement, Loans , EPP, Rewards , Loyalty and HSM is essential.
  • Hands-on Experience in actual cards systems (CardLink / VisionPlus) development work, with prior coding, functional specifications and technical specifications, systems development and testing experience
  • Strong team player able to motivate team to respond to multiple demands and able to manage changing priorities and meet challenging timelines
  • Thought leader with the ability to formulate processes and procedures and quickly put them in to practice
  • Strong team orientation and commitment to overall team success; willing to go above and beyond to ensure team success; intense customer focus and commitment to driving quality

  • Ability to remain abreast of industry technical trends and new development to maintain current skills and remain current with industry standards
  • An engaging, open, genuine personality that naturally encourages interaction with individuals at all levels.
  • Experienced in managing and maintaining both new and existing vendor relationships ensuring that vendors fulfill their contractual obligations. Knowledge of best practices in procurement and strategic sourcing.
  • Strong negotiation and decision-making skills. Build exceptional peer relationships with key stakeholders on technical delivery and be able to influence key outcomes
