What the role is
The Early Childhood Development Agency (ECDA) serves as the regulatory and developmental authority for the early childhood (EC) sector in Singapore, overseeing key aspects of children’s development below the age of 7, across both kindergartens and childcare centres. ECDA is an autonomous agency jointly overseen by the Ministry of Education (MOE) and the Ministry of Social and Family Development (MSF), and is hosted under the Ministry of Social and Family Development. The Policy, Planning and Development Department in ECDA is a close-knit team that drives improvements across the EC sector by developing innovative and practical policy solutions in close collaboration with our operational departments, industry partners, and various other agencies. As a member of the Policy Unit in ECDA, you will join a dynamic close-knit team that drives improvements across the early childhood sector in close collaboration with our operational departments, industry partners, various other agencies as well as political office holders. ECDA is an autonomous agency with both strategic policy and operational functions. You will thus have a unique opportunity to (a) gain broad exposure to national-level policymaking; (b) experience and understand how policies translate into implementation; and (c) work closely with the sector and our operational departments to appreciate ground realities.
What you will be working on
This role focuses on driving policies on sector planning for early childhood sector, with the following key job responsibilities: • Develop and review policies and plans to guide master-planning and service planning efforts for preschools at the national and local levels to meet preschool demand and expand Government market share. • Review preschool service models to optimise delivery of preschool services in the sector. • Manage and analyse data to inform policy and planning and track ECDA’s progress in advancing accessibility, affordability, and quality of preschool. You will be joining ECDA at a time when the early childhood sector is undergoing significant transformation, and you can expect to work on fast-moving issues with multiple stakeholders.
