Job Description


What the role is:Management of the used water network in Singapore is key in ensuring that every drop of used water can be collected and fit for recycling into a sustainable source of water supply as one of the National Taps to meet Singapore's water demand. The Planning & Design Division of the Water Reclamation Network Department is responsible for ensuring that all land developments in Singapore are able to convey their used water discharge effectively by the sewerage network to the Water Reclamation Plants for treatment and further use. The Division makes use of in-house Information Technology (IT) systems in their daily work to check on the adequacy of the sewerage network to support development plans, plan and design the development of the sewerage network, and ensure that the integrity of the sewerage network is not impacted by development activities. Data being stored and used in these systems include development information, sewerage network information, sewer inspection survey records, regulatory submissions and correspondence. The systems are hosted in the Government Cloud environments. We are seeking a system engineer who will be part of a team responsible to oversee the development, enhancement, implementation, and maintenance of Information Technology (IT) systems utilised by the Planning & Design Division in their respective work functions.What you will be working on:

  • To oversee the day-to-day operation and maintenance of the IT systems to ensure system performance. To plan and implement system updates, patches and upgrades for compliance with regulatory/policy requirements such as in the area of cybersecurity, and to be kept up to date with technology and software compatibility. To plan and design the development or enhancement of the systems, as well as linkage/integration with other IT systems, in a cost-effective manner to increase the work productivity of the various work functions. This will require engagement with the users (i.e. other teams within the Division) to understand their work processes and requirements, and close coordination with PUB's InfoTech & Digital Transformation Dept (IDTD) to ensure that the standard IT policies and requirements are met and to plan for works that need coordination with IT contractors who are managed by IDTD. To carry out routine health checks, and regular/ad-hoc risk assessments and audits to safeguard the reliability and integrity of the systems. To arrange training and provide user guides for the new/enhanced systems, and to provide technical and troubleshooting support to users. To engage the services of IT contractors required to achieve the above. This includes scoping and budgeting of the works, doing market surveys to source for consulting firms or contractors, preparing of tender specification/documents, calling of tenders, award of contracts, supervision and management of contracts.
What we are looking for:
  • A recognised Engineering [Environmental/Civil/Mechanical/Systems/Computer Engineering or equivalent] or Computer Science degree Proficiency in GIS software e.g. ArcGIS and experience with IT software/platforms for data management and trends analysis are an advantage Possess system thinking and analytical skills Good interpersonal and communication skills
