Senior/Executive, Proficiency Development - CCL




Job Purpose
As an CCL HQ Office, Proficiency Development Office (PDO) is established to oversee and provide leadership as well as governance on matters pertaining to managing of training and proficiency across CCL.

Being an operational line, it is imperative CCL ensures high operational readiness and effectiveness are always maintained at the desired proficiency levels; training effectiveness viz. standards and their timely adequacy provide such proficiency assurance. To attain such assurance, CCL PDO’s work is aimed at enabling CCL to (i) continually improve baseline standards of training & trainers, (ii) ringfence competency and (iii) raise proficiency of staff and teams. CCL PDO supports the Line to achieve these through centrally establishing a Proficiency Management System to institutionalise the requirements, standards and processes to manage, direct and govern training and proficiency in CCL.

The (Senior) Executive is responsible for the Curriculum & Pedagogy Section of PDO, and is required to support the Branch Manager in leading and managing the team’s efforts towards fulfilling PDO’s scope of work, including (a) training system establishment & maintenance, (b) policy promulgation & implementation, (c) system governance and (d) trainer-readiness.

Responsibilities

• Develop, Review and Implement CCL-Level Training Policies
• Lead Design and Review of Curricula (including Andragogy design and review)
• Ensure Governance of Line-Level Training Policies, encompassing Performance of Audits on Training & Trainer Standards incl. Compliance to SMRT’s Safety, Quality & Environmental policies.
• Managing, Monitoring and Reviewing of Training Resources
• Secondary Taskings including secretarial functions, report-writing, select training delivery, etc.
  

Qualifications & Work Experience

• Good Bachelor’s and above degree (Engineering, Education or Curriculum & Instruction degrees would be an advantage), Or, a recognised Diploma in Education, Curriculum & Instructional Design, or equivalent e.g., specialist diplomas in Learning Sciences –
  • With at least four (4) years of experience in education and/ or curriculum design & development is preferred, of which,
  • Possesses experience in Adult Education Instructional Design and OJT Blueprint development, preferably in areas of technical, operational engineering and operations-related training.
• Preferably possesses professional certificate – Diploma of Adult Continuing Education (DACE), or equivalent with understanding of the SkillsFuture framework and its accreditation processes.
  • Experience in WSQ courseware design, development and accreditation is an added advantage.
• Experience in operational (e.g., Operations & Maintenance) work.
• Experience in training delivery and facilitation.
• Experience (at least two (2) years) in managing and leading teams in delivering on required objectives/ results.

Skills
Technical Skills include:

• Training/ Instructional Design & Development includes translation of operational learning into syllabus.
• Training Delivery/ Facilitation; familiarity with various delivery models including online, blended and onsite.
• Experience in operations, operational engineering and/ or maintenance.
  

Generic Skills include:

• Possesses strong leadership abilities, is a good team player and accountable – strong work ethic.
• Able to sense-making, problem-solve and ideate/ conceptualise strategic intent into operational plans; critical and creative thinker.
• Able to communicate effectively in written and spoken form.
