Manager / Senior Manager, People & Organisation Development (People Development)
About the Role
The Manager / Senior Manager, People & Organisation Development partners with leadership to develop and implement WH's learning strategy, building WH as a Learning Health System. This role combines strategic planning with operational excellence, leading learning frameworks, managing strategic initiatives, and delivering capability development programs that enable staff to excel and drive organisational transformation.
Key Responsibilities
Strategic Implementation & Operational Excellence

  • Translate organisational priorities and learning objectives into program portfolios and implementation plans.
  • Design and develop strategic learning interventions to address critical organisational capabilities.
  • Lead reviews of program effectiveness and implement continuous improvement initiatives.
  • Develop evidence-based recommendations for capability development investments and resource allocation.
  • Manage allocated learning budgets to ensure optimal resource use and ROI.
  • Lead cross-functional initiatives integrating learning solutions with organisational change management.
Learning Needs Analysis (LNA)
  • Plan and implement organisation-wide LNA exercises.
  • Engage senior leadership and stakeholders to identify learning priorities.
  • Analyse data to prioritise learning interventions aligned with strategic goals.
  • Work with Finance to determine budget requirements and optimise resources.
  • Cascade approved learning needs into departmental and individual plans.
  • Manage LNA end-to-end and ensure timely delivery of milestones.
Stakeholder Engagement & Strategic Partnerships
  • Develop and evaluate partnerships with external learning providers, academic institutions, and industry bodies.
  • Negotiate agreements and manage key vendor relationships to support long-term learning objectives.
General
  • Coordinate and support related projects under the department's responsibility.
  • Collaborate with the People & Organisation Development team on cross-team and organisation-wide projects.
Requirements
  • Degree in Human Resources, Business Administration, or related field.
  • 6-8 years' progressive experience in Learning & Development, with 1-3 years in strategic planning/management.
  • Expertise in operational excellence and stakeholder engagement.
  • Strong strategic thinking, analytical, and project management skills.
  • Excellent communication and presentation skills to engage stakeholders at all levels.
  • Innovative mindset with ability to implement emerging learning trends and technologies.
