Objectives Manage the Jurong Island site with regard to people, assets, cost, safety & environmental protection & health, quality and ensure a process of continuous improvement. Responsibilities Objective setting and budget control: Establish and monitor the overall site activities and the performance for planning, production management, safety, quality standards, environmental protection, logistics, material storage and other site affairs Prepare the yearly budget for site. Ensure site activities operate within the agreed budget in a cost effective manner in the areas of capital, operating expenditures, manpower, wages and salaries Operation Management Lead and coordinate with the relevant departments/function/section managers and relevant stake holders within the BU and service units, to schedule and decide all the site activities for production-product switches and shutdowns, maintenance, quality, shipping and receiving. Direct, monitor and review the processes/procedures to ensure that the activities support the accomplishment of total manufacturing objectives in time and with quality and cost effectiveness Maintain walkthroughs in site and analyses production data, strive for process improvement, productivity increase and cost efficiency. Team Management Recruit, train, develop and evaluate the employees of the site Establish measures to keep and strengthen knowledge and capabilities of site employees Quality Control Review and analyze product quality data to reach customer satisfaction. Monitor process development and implement updated operating methods and procedures to ensure consistency of product quality Ensure compliance with ISO 9001 and ISO 50001, implement new management systems when required and manage a continuous improvement process Safety, environment protection and housekeeping Ensure full compliance with Environment, Health & Safety (EHS) rules and regulations on local and as well BASF level and including regulations and standards under Responsible Care . Establish a process of continuously improving EHS performance According to corporate, company and statutory EHS requirements, develop and monitor the relevant safety and environment protection policies and procedures applied in the relevant areas together with EHS manager to ensure safe production and safe maintenance. Maintain EHS reporting (Incident reports, training activities) External liaison Within BASF compliance guidelines, represent BASF/Jurong Island Site at competent authorities (e.g. NEA, MOM) and relevant bodies (e.g. EDB, TORT) to meet the statutory requirements. Requirements Minimum Master's degree in Chemistry, Chemical Engineering, Mechanical Engineering, or equal by experience Solid understanding of investment economics is required, MBA is desirable Minimum of 10 years of combined experience within the operations, engineering, site service and EHS fields is required preferable in additives production industry Technological and operational leadership experience is required Proficient to lead EHS culture in line with the Responsible Care approach. Exposure to Transportation and Distribution Safety is a bonus Experienced in Process Safety Analysis and Root Cause Analysis Good understanding of ISO 9001 Quality Management and ISO 50001 Energy Management setup for production sites Strong customer focus and solution-oriented thinking. Strong project management experience, in particular investment or production expansion project Experienced in understanding of Profit & Loss (P&L), budgeting process and project approval process. Excellent leadership and analytical skills combined with superior interpersonal, communication, influencing and conflict/problem resolution competencies Good presentation skills, with the ability to interact with senior executives, consultants and key decision makers
