Job Description

The E-invoicing Project Office is responsible for the nationwide e-invoicing initiative (now branded as InvoiceNow) which aims to realise a common digital utility in a form of a distributed network where finance/accounting systems are connected to exchange business documents starting with e-invoices. The initiative started with the launch of the network in 2019 and by 2022 we have reached 50,000 business connected to the network. This is an initiative that involves creating an eco-system of service providers serving all market segments, driving awareness and adoption, management of compliance of standard on the network and collaborate internationally to promote interoperability with other countries.

The InvoiceNow network will also be a platform where value-added services can be layered on it to bring more benefits to businesses, such as financing/factoring services to SMEs.

We are seeking to expand the team with another technical contributor familiar with both technical and business knowledge around enterprise systems, particularly, finance or ERP systems. Candidates with experience working as a solution architect, hands-on technical pre-sales consultant or solution consultant in either within an enterprise or a solution provider may consider.

Responsibilities

Peppol Standard and Solution Capability Development

• Support the adoption and adaptation of the Peppol standard for Singapore\xe2\x80\x99s use. Includes deep understanding of the standard and the usage implications by enterprises and solution providers.
• Development of technical roadmap, identification of solution gaps and design capability development activities to address these gaps.

Central Infrastructure Solution Design and Support

• Work with team to orchestrate/evaluate the design of solution architecture for end-to-end solution involving portal-based application systems, hosting, desktop applications, advanced technologies (like RPA/AI), workflow systems
• Design information architecture, data definitions, data exchanges between systems, data translation, validations, and data collection techniques.
• Participate in tender specifications defining functional and non-functional requirements
• Work collaboratively with outsources contractors to transfer requirements and joint problem solving
• Execute tenders for project outsourcing where necessary in accordance to procurement guidelines
• Define user testing script and evaluation criteria, coordinate user testing resources and execute user acceptance testing.

Industry Support

• Support front-line engagement staff in resolving technical and process problems that enterprises face, tapping on best practices, liaising with OpenPeppol and consultants.
• Documentation of best practices to educate the industry on various aspects of e-invoicing and other business documentation.
• Design and conduct training workshops to raise knowledge level amongst enterprises and their solution providers to help smoothen adoption of e-invoicing.

Requirements

• Good understanding of ERP and Finance systems - both technical and business processes relating to them
• Degree in Computer Science/ Engineering or Information Technology (IT) or Business Management with knowledge on IT preferred;
• Mature disposition with at least 5 years of working experience in technology enablement with businesses, preferably working under a service provider environment;
• Understands modern software development methodology (such as SCRUM Agile and continuous integration/delivery), common programming families (such as .Net, Python, VBA) and system interfaces (such as SFTP and API)
• Strong communicator, both verbal and written, to be able to bring across clarity in technical issues in small group setting or addressing a large audience;
• Proactive self-starter, is analytical, self-motivated, high energy and driven yet able to work well within a team and motivate the team; and
• Ability to multi-task, quick to adapt and able to work in fast pace work environment.

Position will commensurate with experience.
