Job Description


Role Responsibilities
This role is to define, establish Technology Lifecycle mgmt. process for the Bank including Product lifecycle, IT Asset (HAM/SAM) mgmt., Configuration management, License mgmt. & Obsolescence mgmt. sub-processes. This requires wider knowledge and expertise on the IT Service mgmt. processes and tools like Servicenow.
Responsibilities
Assist Global Process Owner to

  • Establish a strategy and framework for a consolidated Technology Lifecycle mgmt. process for the Bank and help in establishing the org construct
  • Draft end to end TLCM standards / process by collaborating with all relevant stakeholders across Product, Asset, Configuration, License and Obsolescence teams.
  • Ensure the associated Tools and Technology is made operational and fit for use
  • Institutionalize the process implementation across all Technology domains
  • Conduct Operational Risk Assessments and seek approval from the Second line Risk Control Owner or ORO and any governance committee (such as PGC) approval if required.
  • Review process on annual basis and identify scope for improvement and help drive efficiency in the organisation.
  • Identify all the processes to be changed by the project in the inception phase.
  • Prepare the list of processes whose operational risk profile is potentially subject to change by the project
  • Represent in a PgSC or PSC member and held address / provide relevant updates
  • Sign-off go live/release of major project deliverables to confirm suitability of any testing and compensating controls
  • Define, measure, publish & control RIR metrics periodically. Attend Governance meetings (PgSC/PSC, PGC and other governance meetings)

  • Ensure the TLCM process is defined, established and institutionalised across the Bank by well defined procedures and controls.
Processes
  • Understanding of the IT Asset Management Controls, Standards and Processes and lineage amongst Product Asset and Config Item. Understanding of the key stakeholder requirements from IT Asset HAM/SAM, Configuration mgmt., Product lifecycle mgmt., License mgmt. and Obsolescence mgmt.
People & Talent
  • Excellent organisation and leadership skills with ability to manage multiple deadlines and effectively prioritise.
  • Set clear objectives and provide steer to the team.

Risk Management
  • Collaborate with first and second line of Risk personal and help identify and document key risks for the process
  • Support the management of the process professionally and efficiently, closely tracking timeline commitments for provision of information and action plans, and for validation of actions taken.
  • Drive the adoption of "lessons learnt" driving consistency and efficiency and help improve process efficiency.
Governance
  • Establish and run steering committees for Technology Lifecycle Management providing governance as per the Bank\'s Programme Management standards.
  • Ensure key risk, audit queries and issues are monitored and appropriately addressed by key stakeholders.
  • Ensure adoption of the Process controls and reporting to ITSM Management and Second Line of Defence as appropriate.
  • Manage and govern the Risk control metrics
Regulatory & Business Conduct

  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank.   • Lead the ET - IT Service management to achieve the outcomes set out in the Bank\'s Conduct Principles
  • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.

Our Ideal Candidate
  • Experience in Process Management and Continuous Service Improvement
  • 15+ years of experience, preferably, in the financial industry
  • Bachelor\'s degree in an Information Technology discipline or a related technical degree
  • Knowledge on implementing ServiceNow modules is an added advantage
  • Understanding of the IT Asset Management Controls, Standards and Processes and lineage amongst Product Asset and Config Item. Understanding of the key stakeholder requirements from IT Asset HAM/SAM, Configuration mgmt., Product lifecycle mgmt., License mgmt. and Obsolescence mgmt..
  • Excellent organisation and leadership skills with ability to manage multiple deadlines and effectively prioritise.
  • Proven ability to lead highly complex, global, pan-bank, multi-year programmes by driving collaboration and participation.
  • Extensive change and programme management experience, ideally gained in the financial industry.
  • Ability to foster positive relationships with internal and external stakeholders at appropriate level ensuring open cooperative environment. Be a Team player.
  • Demonstrated ability to define strategy and establish and execute plans to deliver the strategy.
  • Proven track record in developing & implementing IT Asset / Config or Service transition process/ procedures, and leading the execution to deliver on strategic goals
