Job Description


The Transport Specialist supports sector policy and reforms and identifies, develops, implements, and administers loans, grants, TA projects, and non-lending products and services (NLPS) in the transport sector. He/she will provide support in identifying, developing, implementing, and administering loans/grants, technical assistances, and non-lending products and services in the transport sector. The incumbent will report to Director, PATC and will supervise national and administrative staff
Responsibilities

  • Supports the review of transport sector policies, strategies and innovative approaches including transport infrastructure and services, road asset management, maritime and aviation transport systems, and multimodal logistics.
  • Conducts analysis of transport sector development trends and thematic work including sustainability of infrastructure, road safety, road maintenance, public service obligation in transport operations. Disseminates and shares knowledge produced by such sector and thematic works.
  • Participates in dialogue with government officials in the assigned DMC on transport policy and reforms in advancing policy and institutional reforms in the transport sector, including institution modernization, transport network development, project management, operation and maintenance of transport systems, regional cooperation and integration, and multimodal transport.
  • Coordinates with RM team and relevant HQ teams for consistency of approach, exchange of experiences and continuous improvement of practices and integration of transport policy commitments to the management of projects, including coordination with development partners and mobilization of cofinancing for transport projects.
  • Ensures quality and compliance of lending and non-lending products and operations with respect to relevant ADB policy and strategies.
  • Supports loan, grant and TA projects in the transport sector, and manages risk and possibly conflicting stakeholder interests.
  • Engages in dialogue with the client on how to continuously improve the transport portfolio monitoring system by introducing new tools to enable early detection of potential portfolio problems.
  • Provides advice on ADB policies, guidelines, practices on project development and administration with internal and external stakeholders.
  • Leads multidisciplinary teams and ensure the overall quality of the work by coaching and mentoring teams and individuals to ensure their ongoing learning and development.
  • Performs other tasks as assigned and reflected in the incumbent’s workplan.

Qualifications

Relevant Experience & Requirements
  • A university degree in Transport, Engineering, or equivalent, preferably at post-graduate level or its equivalent.
  • At least 6 years of relevant professional experience, including international work experience, with exposure in the full project cycle (i.e. programming, project processing to project administration).
  • Technical experience in civil works projects related to transport would be a distinct advantage.
  • Excellent written and verbal communication skills in English is required
