The International Organization for Migration Global Teleradiology and Quality Control (QC)Center, established in 2012 in Migration Health Division, Manila (Global) Administrative Center,is a well-recognized provider of global teleradiology programs and global radiology supportaiming to innovate, standardize, and enhance the quality of radiology services to several IOMand non-IOM field operation involved in the field of migration health in different countiesworldwide. The innovative teleradiology programs provided by the Center include real-timeteleradiology primary reading, second opinion consultations, and teleradiology quality controlreadings and analysis. The Center also provides global radiology support including radiologicstrategic priorities and oversight, radiology technological advances and expansion, radiologytraining, development of guidelines, direct radiology technical support and guidance, audit visitsand feedback, operational research, and policy recommendations, as well as externalcollaboration with migrant-receiving countries and global partners, representing IOM in thesector.Under the overall supervision of the Director, Manila (Global) Administrative Center (MAC), foradministrative matters; direct supervision of the Senior Global Radiology Coordinator and, inclose collaboration with the global Teleradiology Team and relevant Units in MAC, the RegionalOffices (RO) and field operations, the International Radiologist (Teleradiology) will beresponsible and accountable for organizing the IOM Global Teleradiology primary reading andTeleradiology Quality Control (QC) Programmes and assist the IOM Global radiology supportworks including the global radiology technical support and guidance, guideline development andtrainings.Core Functions / Responsibilities:
1. Organize the daily teleradiology primary chest X-ray (CXR) reading service workflow providedfor different IOM health assessment operations and non-IOM panel clinics in different countries,in coordination with Supervisor, including allocation of the radiologists' schedule, andTeleradiology support staff, and ensure smooth Teleradiology workflow, monitor the chestx-reading of the consultant radiologists, and ensuring optimal workflow, quality CXR readings,timeliness, and fraud less process.2. Provide Teleradiology chest X-ray primary reading from different migrants' health assessmentin accordance with the technical instruction of the migrant receiving countries, IOM theteleradiology system Standard Operating Procedures (SOPs), and Radiology standards, andproperly identifying all the radiological signs of TB and other incidental abnormal findings andcomplete the country specific X-ray reporting forms.3. Assist the Teleradiology primary technical preparations and users training, in coordinationwith technical team and field clinics as part of the technical and logistical preparations for theinitiation of the Teleradiology service for new migrant health assessment field locations.4. Provide internal quality assurance (QA) monitoring review of chest X-ray images andconsultations of difficult cases for primary readings done by consultant and/or nationalradiologists, assist in regular performance evaluation of consultant radiologists, and providecorrections and internal feedback as needed, as well as suggest further QA enhancementmeasures.5. In coordination with the Global Radiology Coordinator and Head of Teleradiology Center,organize regular internal radiology trainings and image viewing sessions, prepare advisories tonotify staff on changes to standard operating procedures to maintain established service qualitylevels.6. Review queries and feedbacks from panel physicians in the field clinics and Governmentpartners in relation to CXR reports, discuss and explain the findings, and provide feedback tothe concerned radiologists as needed.7. Provide global teleradiology second opinion consultations /confirmatory X-ray readings forrequests from different field operations, and discuss the findings as needed, and suggestexpansion methods.8. Participate in the IOM global teleradiology quality control process, through the reading ofCXRs for Teleradiology quality control (QC) CXR readings, monitoring of the QC process,discussing discrepancies with radiologists in field operations, and in coordination with the GlobalRadiology Coordinator, assisting in the data analysis of teleradiology quality control results, andproviding reports and feedback to Country Offices.9. Provide radiological technical support and guidance to country-level operations includingdirect technical support during purchasing of radiology equipment or X-ray related matters, auditvisits, and preparing and updating guidelines and training materials.10. Assist in the Teleradiology related statistical and activity reports including review of theteleradiology primary readings and quality control analysis prior monthly reports to thedistribution to country-level operations., preparing presentations, quarterly/yearly activity reports,and other ad hoc reports produced by the Centre.11. Organize and provide global radiology training workshops, web-based and onsite trainingsto radiologists, panel physicians, and radiology technologists working in the field, in order toenhance the radiology capacity and staff development.12. Contribute to the development of IOM Teleradiology systems and software applications andimplementation, by participating in the drafting of Teleradiology business requirement, userstesting, and users' feedback and proper piloting.13. In coordination with the Global Radiology Coordinator, participate in research, data analysisand reporting, and contribute to the development of the global data collection system for thedata analysis and testing.14. Liaise with health authorities of resettlement countries, other donors, and collaborate withinternational and non-government organizations.15. Undertake duty travel to other Country Offices for the purpose of audits, quality control andtrainings, and, if necessary, to assist with the establishment of new radiological facilities.16. In the absence of the Global Radiology Coordinator or the deputy, serve as officer-in-charge to manage the activities of the Teleradiology programs of the Centre and globalradiology support.17.
