Job Description


This new role is part of the ICG (Institutional Clients Group) Risk and Control team supporting the Legal Entity Oversight Governance Lead by contributing to and supporting with the design, development and implementation of an enhanced enterprise-wide target state for legal entity (LE) governance and LE oversight framework elements to further strengthen legal entity oversight and integrity. The role will be a part of the APAC ICG Risk and Controls team and will partner closely with the APAC ICG business teams in Hong Kong, Singapore and Global functions (including Compliance, Legal, Operational Risk Management, Operations & Technology, etc) as well as Country Business Operational Risk and Control teams to support the implementation of robust control directives and processes. The role requires extensive knowledge in one of the following areas: governance, risk and control, operational or compliance risk practices, with a solid understanding of industry standards and requirements. The incumbent will work with global ICG Risk and Control colleagues to ensure full consideration of the business in the design and roll out of enhanced governance and risk and control frameworks, and will work with both the regional, legal entity and in-country Senior Management and Risk & Control teams to ensure such frameworks are fully embedded. The candidate will work with function partners to maintain certain reporting and monitoring requirements to support the governance committees and meet policy requirements. In addition, this role will work with Independent Risk, Compliance, Legal, O&T, Finance and Internal Audit to enhance local control standards and support local management in their oversight of the Businesses and Legal Entities. Responsibilities:

  • Support regions and legal entities across the jurisdictional footprint to implements new governance requirements and strengthen the governance framework (policies, standards, governance structures and artefacts) to enhance Citi’s governance arrangements and satisfy evolving regulatory expectations
  • Partner with ICG businesses and first line stakeholders to support in the delivery of effective governance arrangements on an ongoing basis that aids the businesses in overseeing and managing key risks and operational effectiveness
  • Maintain close interaction with governance stakeholders, e.g. the CAO function, and other 1st and 2nd line functions responsible for enhancing top of the house governance arrangements
  • Work with functional subject matter experts on the roll out of baseline requirements for Compliance, Finance, O&T, risk and controls across legal entities and regions
  • Lead or participate in multiple and concurrent enhancement / transformation initiatives to remediate any identified gaps
  • Working with the ICG businesses and function owners on risk and control matters, providing objective views on risks, controls and trends to the Regional ICG Risk and Controls Head and the respective Country leadership, advising and guiding the function owners on risks and controls, and performing timely escalation on emerging risks and issues.
  • Liaise with line control officers on any deficiencies or control gaps as well as ensure appropriate remedial actions are in place where deficiencies are identified
  • Provide support to the global Risk & Control Management to ensure a robust assessment of the ICG control environment is provided to APAC Management to facilitate effective oversight of control risk
  • Support with the implementation of best practice governance frameworks and arrangements across key ICG businesses and jurisdictions
  • Support the roll out of enhanced governance and risk and control frameworks across the region and legal entities (as part of the global initiative)
  • Work with control partners and Internal Audit to coordinate governance and control remediation efforts
  • Partner with in-business risk and control leads to co-ordinate key regulatory priorities and control enhancements across the ICG businesses
Qualifications & skills:
  • Experience in one of the following areas: governance, project management, risk and control, finance, operational or compliance risk practices
  • 3-5 years relevant work experience in banking or financial sector
  • Project management and change capabilities or prior consultancy experience is an advantage
  • Good working knowledge of ICG businesses and products
  • Strong Stakeholder Management Skills (e.g. written and verbal communication, influencing skills & negotiation)
  • Strong attention to detail
  • A self-starter with ability to independently manage work and support with multiple deliverables concurrently
  • Ability to work effectively across a global organisation and support in the driving of change to business practices
  • Capable of prioritizing and multi-tasking in a dynamic, fast paced environment
  • Demonstrated analytical skills with follow-up and problem-solving capability
