Job Description


As an Assistant Director (Enforcement), you will be leading a team of enforcement officers to undertake a range of challenging enforcement activities to safeguard public healthThe Enforcement Branch is responsible for the post-marketing surveillance and enforcement activities of all health products (including but not limited to Therapeutic Products, Medical Devices, Chinese Proprietary Medicines, Traditional Medicines, Health Supplements and Cosmetics) in both the legal and illegal market to ensure that they meet the internationally benchmarked standards of safety and quality, so as to safeguard public health and safety.
Reporting to Director (Enforcement), the Assistant Director (Enforcement) is responsible to assist Director (Enforcement) to:

  • Formulate, develop, implement and review enforcement policies and strategies to achieve effective enforcement outcomes;
  • Ensure strategic manpower development, resources allocation and deployment programmes are effectively implemented in the Branch;
  • Manage resources (including overseeing and managing a team of investigating officers) effectively and efficiently in order to maximise resources and productivity within budgets;
  • Build rapport and foster good partnership through regular platforms with external stakeholders and law enforcement agencies;
  • Coordinate and support ongoing networking across various forums regionally and internationally to strengthen HPRG\xe2\x80\x99s anti-counterfeiting and enforcement capabilities (WHO, ASEAN, etc)
  • Consolidate and continually review SOPs internally
  • Communicate & effectively implement SOPs with external agencies, where applicable;
  • Assist in developing and reviewing workflow and collaborations with other Groups, branches, departments
  • Train officers on enforcement activities;
  • Lead, develop and provide operational directions to a team of senior investigators / investigators to:
\xe2\x9e\xa2Assist departments to conduct investigations for possible contraventions under the various Acts and subsidiary legislation within the ambit of Health Sciences Authority (HSA)\xe2\x9e\xa2Liaise and collaborate with international police organisation (e.g. Interpol) and overseas counterparts in on investigation matters;
\xe2\x9e\xa2Prepare investigation papers and put up the relevant submissions;
\xe2\x9e\xa2Liaise with HSA\xe2\x80\x99s prosecutorial team and/or Attorney General\xe2\x80\x99s Chambers on investigation matters;
\xe2\x9e\xa2Plan for inspections and enforcement checks, and participating in these enforcement operations;
\xe2\x9e\xa2Arrest offenders and accused persons, if necessary;
\xe2\x9e\xa2Execute warrant of arrest of offenders who fail to attend court;
\xe2\x9e\xa2Assist in identifying areas where illegal activities can occur;
\xe2\x9e\xa2Arrange meetings with external agencies to coordinate enforcement activities and provide situational updates;
\xe2\x9e\xa2Assist in prosecution of cases in court when requiredJob Requirements

  • Good interpersonal, communication and investigative skills;
  • Extensive enforcement background with experience in both investigations and operations in enforcement agencies.
