What the role is:As Assistant Director, Finance Services and Financial Reporting of the Communicable Diseases Agency Planning Office (CDA PO) set up by the Ministry of Health (MOH), you will support Deputy Head, Finance Services and Financial Reporting in the setting up and management of the finance function of the Communicable Diseases Agency (CDA). The CDA is a new government agency that is being established by the Ministry of Health (MOH) to oversee Singapore\'s communicable disease preparedness, prevention and control, surveillance, risk assessment and outbreak response. The CDA PO\'s role is to plan and execute the setup of the CDA, which will consolidate and build on the public health functions under MOH, the National Centre for Infectious Diseases, and the Health Promotion Board. You will be working in a fast-paced and highly volatile environment that will require you to manage multiple stakeholders and priorities concurrently for a smooth transition to the CDA. You will play a key role in the Finance team of the CDA PO. Your key responsibilities include, but not limited to the following:What you will be working on:Responsibilities in setting up CDA: \xe2\x80\xa2 Assess and determine an appropriate model to manage CDA\'s finance processes pertaining to key finance functions e.g. accounts payable, accounts receivable, financial reporting, tax reporting and asset management and work with key stakeholders to onboard CDA to the identified model \xe2\x80\xa2 Work with key stakeholders to set up CDA\'s financial system and ensure it is operationally ready when CDA is formed \xe2\x80\xa2 Set up frameworks, processes, templates and approving authorities for key finance functions, including accounts payable, accounts receivables (fees and charges), asset management, tax reporting and financial reporting (month-end and year-end), that are aligned with the Finance Government Instruction Manuals and Statutory Board Financial Reporting Standards \xe2\x80\xa2 Ensure proper governance in the transfer of assets and other balance sheet items from the relevant agencies to CDA (if required) upon its formation \xe2\x80\xa2 Put in place the external audit process for CDA\'s financial statements, including appointing CDA\'s statutory auditor Responsibilities after CDA is forme \xe2\x80\xa2 Manage financial operations (including payments and collections) and fixed assets to ensure accuracy, promptness and compliance with Government Instruction Manuals and standard operating procedures. \xe2\x80\xa2 Lead in the fee review exercise by collating and analysing inputs from CDA Divisions \xe2\x80\xa2 Perform the role of Finance Business Partner for CDA Divisions, acting as point of contact for their finance queries and needs on budget and finance processes, and review budget submissions. \xe2\x80\xa2 Partner and guide internal stakeholders on internal financial processes to ensure compliance and seek continuous improvement based on feedback to enhance efficiency. \xe2\x80\xa2 Identify areas to leverage on technology and develop capabilities to improve work processes and insights for financial analysis. \xe2\x80\xa2 Handle tax filing of GST returns and work with tax consultants/IRAS on tax matters \xe2\x80\xa2 Undertake ad hoc projects as assigned by supervisor as part of staff developmentWhat we are looking for:Job requirements: \xe2\x80\xa2 Tertiary qualification in Accountancy and/or is a Chartered Accountant/Certified Public Accountant \xe2\x80\xa2 At least 6 years of experience in managing key finance functions and preparation of full set of accounts, including group accounts, of statutory boards or private sector companies as well as managing the external audit process \xe2\x80\xa2 Familiarity with prevailing Statutory Board Financial Reporting Standards, Finance Government Instruction Manuals as well as best practices in financial governance and control is preferred \xe2\x80\xa2 Strong analytical, critical thinking and problem-solving skills \xe2\x80\xa2 Effective stakeholder management, communication and interpersonal skills to co-create solutions \xe2\x80\xa2 Good team player and meticulous with numbers \xe2\x80\xa2 Independent and self-driven with the ability to multi-task in a dynamic and fast-paced environment and perform under pressure and tight timelines \xe2\x80\xa2 Prior experience in Workday will be an added advantage Successful candidate will be offered a 2-year contract in the first instance.About Ministry of Health:The Ministry of Health\'s (MOH) vision is to champion a healthy nation with our people - to live well, live long and with peace of mind.
