What the role is:

You will join VITAL\'s Finance Services Function as an Assistant Director:

What you will be working on:

You will be responsible for planning, controlling, leading, guiding, and overseeing 2 to 3 Finance Services teams, comprising 2 to 3 Senior Section Managers/Section Managers and about 40 Executives/Senior Executives. Your role is to support and ensure the smooth and timely delivery of finance services to client agencies, while always maintaining a high standard of performance and operational readiness, in compliance with the relevant public service financial guidelines and operating procedures. You will also ensure that the stipulated service standards as stated in the Service Partnership Understanding are met, and that the KPIs are achieved to accomplish the organization\'s goals of being a trusted service partner that provides reliable and quality services. In addition, you will lead business meetings with new agencies to establish the scope of work that would be best sourced to VITAL and assess the effort required by Finance Services to handle the work. You will also plan and monitor the various stages of the onboarding process, including ensuring adequate and competent manpower resources are assigned to handle the agency\'s portfolio. You will drive forward-thinking initiatives to accomplish operational objectives, which may include team restructuring, business process re-engineering, harmonization of finance processes, and technological advances. You will also drive the implementation of projects and initiatives to strengthen policy-ops-tech integration and transform work and the way Finance Shared Services is delivered. This will be achieved through close collaboration with relevant stakeholders and policy owners in Ministry of Finance and Accountant-General\'s Department to translate policies into operational procedures to be executed by VITAL, ensuring feasibility, relevance, and alignment to Whole-of-Government policies.

What we are looking for:

• A Degree in Accountancy or Business is preferred. \xe2\x80\xa2 At least 7 to 10 years of experience in a finance-related position \xe2\x80\xa2 Strong systems thinking and analytical skills \xe2\x80\xa2 Good collaboration and stakeholder engagement/management skills \xe2\x80\xa2 Coaching and mentoring skills, especially in leading change and developing staff \xe2\x80\xa2 Good contract management and project skills \xe2\x80\xa2 Knowledge of finance and accounting, particularly in the context of the Government and Statutory Boards, and familiarity with the eco-system and landscape of the industry both locally and internationally \xe2\x80\xa2 Knowledge of emerging digital and automation technologies, as well as data analytics and their applications in the finance function (e.g. data management, data visualisation).
