• Drive grants operations process re-design and harmonisation to increase efficiency and productivity of

• Lead the various teams in the design and execution of the onboarding process of sector grants onto GD from various AIC divisions and MOH/other agencies, according to the agreed timeline, governance process and budgeted resources
• Oversee the development/revision of key SOP, Work instruction and Operating Framework in accordance with the AIC Grant processing guidelines and GD grants processing approach

• Strengthen Scheme Governance and compliance in the day-to-day processing of sector grants

• Ensure smooth running of operations in LOA issuance and project setup for structured sector grants
• Ensure smooth running of end-to-end operations for various types of sector grants that will include upstream LOA issuance and downstream grant disbursement
• Ensure operations meet audit requirements (including any GIA audits and quarterly self-audits by external auditor)

• Lead the team to provide user requirements to onboard existing as well as new sector grants onto the Our Singapore Grant OSG platform and guide to prioritize features and requirements from the whole of AIC perspective. The OSG portal is a national system that seeks to streamline grant application and administration

• Degree in any discipline with a minimum 12 years of experience with 4 years in a managerial capacity with demonstrated stakeholder management skills. Exposure in grant operation management in the public sector or private sector in the health or social care industry is a plus
• Strong team player and interpersonal skills, with the ability and interest to empathise with the concerns of and build relationships with stakeholders

• Able to provide leadership and drive the development of team competencies, and develop the officers as professionals

• Able to handle ambiguity and work pressure in a fast-paced work environment, with an emphasis on delivering maximum outcome under a tight project timeline

• Possess strong interpersonal and communication skills, business acumen, and a high level of integrity
• Analytical with an aptitude for problem solving, and able to address concurrent demands from operational requirements and policy considerations
