What the role is

Digitalisation is accelerating at an unprecedented pace today. At the International Affairs Division in the Ministry of Communications and Information (MCI)*, we develop and implement international policy priorities on digitalisation, in order to maximise economic opportunities and secure our security and social interests, while influencing and shaping regional and international digital standards especially in the context of increasing geopoliticisation of technology.

What you will be working on

Proactively develop and build Singapore\'s international policy positions on matters pertaining to the Digital Domain (Digital Society, Digital Economy and Digital Security).

Formulate, advance and coordinate Singapore\'s international partnerships and thought leadership in the Digital Domain, across a range of digital focus areas and across bilateral accounts and multilateral forums.

Manage substantive and operational aspects of international engagements to build institutional linkages with external stakeholders. This can include supporting MCI\'s Political Office Holders and Senior Management at key bilateral and multilateral platforms in line with our overall international strategy, with support from MCI agencies and statutory boards.

*At MCI, we are responsible for developing the Digital Economy, Digital Security and Digital Society for Singapore, in partnership with other public sector agencies and external stakeholders. Within the Ministry, there are different teams working on different aspects of the Digital Domain, including ecosystem development, regulations, digital readiness, online harms/safety and digital security/resilience.

What we are looking for

We are looking for an Assistant Director/Senior Manager/Manager (International Affairs) to formulate and drive Singapore\'s international policy positions in the Digital domain and to coordinate the international Digital Domain strategy within the Ministry, across its Statutory Boards and other ministries and agencies.

  • Proactively develop and build Singapore\'s international policy positions on matters pertaining to the Digital Domain (Digital Society, Digital Economy and Digital Security).
  • Formulate, advance and coordinate Singapore\'s international partnerships and thought leadership in the Digital Domain, across a range of digital focus areas and across bilateral accounts and multilateral forums.
  • Manage substantive and operational aspects of international engagements to build institutional linkages with external stakeholders. Job Requirements:
  • At least 2 to 5 years of working experience in a government agency, international organisation, or technology organisation, with a keen interest in international issues/challenges that impact on the digital economy, digital security and digital society and the implications on Singapore;
  • Trained in Economics, Law, Political Science, International Relations, International Political Economy, Business or related disciplines is preferred, but not essential;
  • Ability to sense-make domestic priorities and international developments, assess and translate them into strategic roadmap(s) to pursue Singapore\'s international digital (diplomacy) objectives (International policy development);
  • Ability to balance and coordinate top-down strategy alignment and bottom-up agency inputs. (International policy formulation, alignment and coordination);
  • Ability to build and sustain partnerships and institutional linkages with bilateral and multilateral stakeholders. (International stakeholder engagement);
  • Excellent writing and presentation skills;
  • Strong analytical, conceptual and organisational skills;
  • Excellent inter-personal communication skills and stake-holder management skills;
  • General awareness of and interest in current affairs, economics and technology developments;
  • Ability to work in a fast-paced and dynamic environment; and
  • Willingness to travel.
