What the role is:About Programme Evaluation in MCI\'s Data Office The Programme Evaluation (PE) team in MCI\'s Data Office oversees the MCI Family\'s Programme Evaluation framework and collaborates across MCI Family divisions to design, plan, and conduct programme evaluation, as well as to deepen capabilities in programme evaluation.What you will be working on:As a member of the PE team in MCI\'s Data Office, you\'ll be given the opportunity to partner with a diverse mix of stakeholders in varying stages of evaluation across a range of programmes in the digital, communications and information domains. You will provide guidance to programme owners in planning, designing and evaluating projects of strategic importance to the organisation. You may be directly involved in working with programme owners on evaluating their programmes. As the central PE unit for MCI Family, you will also have the opportunity to connect with other central PE units across whole-of-government, and refine standards and guidelines for MCI-Family to keep pulse with developments in programme evaluation. This role includes but may not be limited to the following responsibilities: \xe2\x80\xa2 Monitor key performance indicators for MCI and its agencies\' programmes within the scope of the MCI-Family Programme Evaluation Framework. \xe2\x80\xa2 Conduct in-depth evaluations of selected programmes (during planning and post-implementation, i.e. deep-dives) and identify opportunities to optimise policy implementation. This will involve: o Using relevant tools such as Theory of Change to clarify programme goals and desired outcomes, as well as collating and analysing relevant data to validate performance indicators and derive evaluation insights. o Conduct walkthroughs alongside programme owners to identify process improvements. o Making incisive recommendations to senior management, programme and policy owners. \xe2\x80\xa2 Provide guidance and support to MCI-HQ and agencies in designing appropriate programme evaluation approaches. This includes: o Engaging policy and programme owners to understand programme intent and design, identify needs for evaluation and the suitability of evaluation methods. o Reviewing implementation plans for proposed solutions, which includes setting S.M.A.R.T (Specific, Measurable, Attainable, Relevant and Time-bound) key performance indicators, data collection plans and evaluation plans. o Working with agencies and relevant stakeholders to strengthen service delivery and programme design. \xe2\x80\xa2 Strengthen MCI-Family Capability Development in Programme Evaluation. o Build a network of evaluation experts within the MCI-family through developing and circulating learning materials on evaluation methodologies and principles, internal communications of Ministry resources, and conducting of workshops.What we are looking for:
