National Gallery Singapore is a leading visual arts institution which oversees the world\xe2\x80\x99s largest public collection of Singapore and Southeast Asian modern art. DESIGNATION : Assistant Director (Project Management)

RESPONSIBILITIES
The candidate will be responsible to lead the delivery of highly complex projects and festivals on time and on budget, and ensure all related activities are performed in industry best practices and standards. This position is responsible for project management activities that ensure project delivery is safe, efficient, on schedule, within budget, and per project documents, contractual requirements, and relevant policies, procedures, standards, and guidelines. The candidate will be part of the dynamic Museum Planning and Audience Engagement Division which develops strategies in programming to help increase public familiarity with the Gallery\xe2\x80\x99s identity, mission, and services, with the goal of bringing the non-traditional museum going audiences into the Gallery. KEY RESPONSIBILITIES but not limited to the below:

  • Lead a team of Project Managers to deliver projects as per the agreed scope, time, and budget.
  • Develop, coach and mentor project teams and members
  • Enforce and maintain best practices methodologies, standards and processes to achieve project quality and team performance.
  • Identify project issues and risks and ensure timely resolution and mitigation.
  • Recommend solutions to senior management for the resolution of critical issues.
  • Manage project activities to minimize the impact on Gallery operations and the public.
  • Coordinate project activities with the project team, other Gallery staff, contractors, consultants, and other stakeholders.
  • Ensure that necessary actions, approvals, and resources are in place to support project delivery.
  • Ensure project activities follow established requirements and adhere to all relevant standards, guidelines, codes, regulations, policies, and procedures.
  • Ensure that safety and quality are an integral part of project operations. Manage preparation and monitor implementation of project plans, quality plans, and work plans.
  • Coordinate with Safety Management staff.
  • Manage project documentation to ensure quality, completeness, and accuracy.
  • Work collaboratively with relevant programmers throughout the project life-cycle, including developing project scope, requirements, project criteria, procurement, evaluating tenders/proposals, negotiating change orders, and timely completing contractor/consultant evaluation process.
  • Review contract invoices and other project charges based on established procedures. Ensure that expenditures are properly charged.
  • Manage comprehensive project document control and retention.
  • Manage the preparation of reports, presentations, research, and studies.
  • Manage the presentation of project reporting and coordination of audit/inquiry responses for respective projects and external oversight bodies.
  • To keep pace with developments in arts-based audience and community engagement practices and strategies, access and inclusion practices, trends in engagement of children through the arts, Art X Tech trends, psychographic profiles of local arts audiences, and social impact of the arts.
  • Responsible for building a travelling and outreach schedule of programme and festival engagement throughout the year, liaising with partners on the use of sites and other logistical matters associated with travelling and outreach.


QUALIFICATIONS
  • At least 5-8 years of relevant project management experience in an arts-related portfolio, including project managing audience-centred public programmes, including children and family friendly exhibitions and programmes, interdisciplinary programmes and film programmes and large-scale projects and festivals.
  • Demonstrated ability to manage projects effectively and deliver quality outcomes within tight timelines and budget.
  • Demonstrated skills in managing a range of administrative processes including issuing and managing contracts, financials and logistics.
  • Able to discuss effectively with external agencies and stakeholders for the smooth implementation of activities and programmes.
  • Possess excellent interpersonal, communication and presentation skills to a broad audience base and diverse range of stakeholders.
  • An adaptable project manager who can respond calmly to the needs of various project teams and provide help where needed across a broad range of projects.
  • A proactive team player who is people-oriented, meticulous, resourceful, hands-on and able to manage multiple projects simultaneously.
  • A project manager with strong leadership skills and understands how to motivate staff members.
  • Must possess cultural sensitivity and understanding for diverse communities.
  • Good working knowledge of Microsoft Office Suite is essential.
  • A good command of written and spoken English is essential.
  • Must be able to work on evenings, weekends and public holidays when necessary.
