Job Description


The officer will be a part of the DWRU team, which carries out regulatory and
operational work relating to quality of drinking water supplied by various water
providers in Singapore to the public. To this end, the officer will:

  • Manage regulatory, administrative and scientific work functions relating to the
drinking water provider(s) assigned to the officer, and assist the DWRU team
to achieve its work plans.
  • Build necessary expertise in the area of chemical and radiological aspects
relating to drinking water, and help the DWRU team to address public health
risks arising from various contaminants in drinking water.

Scope / Duties

The key duties of the officer will be as follows.
a) Serve as the team\xe2\x80\x99s key contact staff for management of work functions
relating to PUB (Public Utilities Board).
b) Organise inspection of PUB\'s waterworks, carry out follow ups, and conduct
inspections of water providers\xe2\x80\x99 plants (PUB and others) as a part of the
DWRD team.
c) Perform monthly reviews of the test results and customer feedback submitted
by PUB to identify any unsatisfactory results/situation.
d) Carry out reviews of water safety and sampling plans submitted by PUB, and
provide recommendations on approval of any amendments to the plans.
e) Investigate any drinking water quality incidents relating to PUB-supplied
water, and carry out follow-ups.
f) Build necessary expertise to evaluate public health risk posed by chemical,
radiological and other contaminants in water, and assist the DWRU team to
address the risk.
g) Participate in review of policies, regulations, code of practice and water
quality standards with specific focus on chemical and radiological aspects,
and updating of relevant parts of the SOPs, Work Instructions, guidelines and
templates.
h) Assist DWRU team in sampling of water when required.
i) Manage work functions relating to MSDWC software.
j) Respond to public enquiries on water quality standards and regulations,
especially those relating to PUB-supplied water.
k) Being a part of a small team, undertake duties in the absence of other team
members.

Qualifications/ Experience/ Skillsets/ Other Requirements
  • Degree in chemistry or equivalent.
  • One or two years of working experience in water/environmental industry or
an analytical laboratory will be an advantage.
  • Able to conduct site inspections.
  • Having excellent skills in writing, conducting presentations and performing
assessment of scientific literature.
  • Able to perform water quality data review, plotting and analysis.
  • Have a keen interest in learning new areas of work such as emerging
contaminants, toxicology, epidemiology, water treatment technologies, etc.
  • Having knowledge of Microsoft Word, PowerPoint and Excel.
  • A good team player with strong interpersonal and communication skills
