Job Description


What the role is:The CDA is a new government agency that is being established by the Ministry of Health (MOH) to oversee Singapore\'s communicable disease preparedness, prevention and control, surveillance, risk assessment and outbreak response. It will consolidate and build on the public health functions under MOH, the National Centre for Infectious Diseases, and the Health Promotion Board. As Assistant Director in Strategic Planning Division (SPD), you will support Head and Deputy Head SPD in the development of our strategic planning approach and organisational strategy; and implement the organisational strategy to achieve its mission and outcomes. He / She will support the senior management in actualising the organisational goals and priorities, including implementation of processes, optimising resources and measuring the organisation\'s performance to achieve desired goals. The job holder is required to work closely with multiple internal and external stakeholders to ensure alignment of CDA\'s direction and intent.What you will be working on:Responsibilities - Drive the development of actionable plans to achieve strategic objectives and monitor progress towards goals. - Collaborate with senior leadership to define strategic priorities and initiatives and measure Key Performance Indicators (KPIs) to measure progress. - Provide strategic guidance and support to other division leads in aligning their initiatives with the overall organisational strategy. - Oversee the maintenance of a robust performance management framework to track and report on strategic initiatives. - Working with the Board of Directors (BOD) to leverage their expertise for governance in the areas of Human Resources, Finance, and Risk Management and other areas that would accelerate the development and growth of CDA. - Stay abreast of industry trends, best practices, and emerging technologies to inform strategic decision-making.What we are looking for:Qualifications - Bachelor\'s degree in business administration, management, or a related field. Master\'s degree preferred. Tertiary qualification in public health would be appreciated. - Proven track record of at least 5 years in strategic planning, organisational strategy, or a related field, with at least 3 years in a leadership role. - Strong analytical and problem-solving skills, with the ability to translate data and insights into actionable strategies. - Demonstrated experience in leading cross-functional teams. - Proficiency in strategic planning tools and methodologies. - Familiarity with performance management and measurement techniques. - Excellent communication and interpersonal skills, with the ability to influence and collaborate with stakeholders at all levels. - Experience in working with an organisation\'s Board of Directors preferred.About Ministry of Health:The Ministry of Health\'s (MOH) vision is to champion a healthy nation with our people - to live well, live long and with peace of mind.
