The Monetary Authority of Singapore (MAS) is Singapore\xe2\x80\x99s central bank and integrated financial regulator.

[What you will be working on]
MAS\xe2\x80\x99 IT Department is looking for an experienced individual with a strong programme management office (PMO) background to join our Singapore Central Real-time Integrated Payments and Securities (SCRIPS) settlement system Programme.
The SCRIPS Programme is large-scale multi-year transformation initiative to modernise the MEPS+ system. You will be part of the PMO team responsible to manage and track the programme delivery portfolio and to provide PMO support to the SCRIPS PMO team.
The PMO Lead is responsible to ensure quality delivery through planning, communication, coordination, reporting and closure activities. He or She will drive project management governance and manage processes, track programme financials, drive changes to documentation, and drive change control governance and process:
Monitor the progress on the various delivery tracks across the Programme working closely with respective Delivery Managers to collect project status reports, consolidate into weekly programme status reports to the Programme Manager/Programme Director
Track the delivery of the Programme in compliance with pre-established plans, deadlines, deliverables and resources throughout the project process
Maintain the Programme plan accurate, updated, reflective of authorised project changes as defined in the change management plan
Track and report Programme level risks, issues and dependencies and conduct briefings/status updates and escalation of issues/risks/dependencies
Assists in the preparation of comprehensive reports and dashboards for presentation to senior management and tracking of relevant performance metrics including project financials, capital expenditures, budget projection and payment invoices
Prepare communication material for key stakeholders (e.g. Board, Programme Steering Committee (PSC), etc.)
Work closely with third-party vendors to track and review progress of key delivery and payment milestones ensuring service levels are met within the contractual agreement
Facilitate and co-ordinate review and sign off processes with internal MAS teams
Perform tasks assigned by the SCRIPS Programme Manager/Programme Director
Develop comprehensive work plan with cross-functional teams and provide guidance to team members
You will be working in a fast-paced environment that would require the ability to manage multiple priorities and needs of stakeholders, as well as the agility to respond to changes and developments.
[What we are looking for]
Degree in Computer Science, Computer Engineering, Engineering or Information Technology
Minimum 5 years\xe2\x80\x99 experience in project management and PMO execution for large scale projects
Strong experience in programme management, planning and project implementation
Energetic, highly organised, assertive with good negotiation and problem-solving skills to deal in situations whereby groups may not agree on every point, and to intervene and escalate when necessary
Working understanding of Agile/Scrum (certification is preferred but not required)
Effective communication and stakeholder management
Maintain project and Programme documentation within the MAS intranet
Act as a reference point for PMO queries across the various projects
Support processes and standards documentation activities in a centralised PMO knowledge base
Provide project templates as and when required by the project teams
Co-ordinate and facilitate meetings between third-party teams and internal MAS teams as required
Organise regular meetings with third-party teams to review the status and provide regular status to the SCRIPS Programme Manager/Programme Director and respective Delivery Managers
