1. Engineering
  • Provide coaching to the Executives/Technicians on engineering matters
  • Stabilize and develop good practice, working habits and technical know-hows in PM team
  • Review the SOPP annually and revise the procedure to improve the efficiency when needed
  • Work with the engineering team to initiate good energy and water savings practices.
  • Implementation of maintenance programmes for building services, MEP systems, repairs and replacement works
  • Obtaining quotations, preparation of PRs for repairs, purchasing of parts & materials, replacement works
  • Inspection of MEP systems, services, monitor the performance and operation efficiency of the systems. Make proposal to change / modify to improve the operation\xe2\x80\x99s maintainability
  • Other services \xe2\x80\x93 ensure fire protection system is well maintained
  • Provide advice to tenants on electrical, water meter application, maintainability of tenant\'s equipment like FCUs, VAVs, lifting pumps, electrical isolators etc
  • Verify monthly meter reading before billings to tenants on utilities, chilled water, air-con extension services
  • Propose solutions for improvement works in particular for maintainability, improved functions, efficiency
  • Monitor and ensure relevantlicenses, permits and carrying out tests as required by authorities are conducted promptly \xe2\x80\x93 such as PTO for lifts, water tank annual flushing, water quality test for cooling towers, etc.
2. Tenancy issues
  • To attend inspection and matter relating to handing-over/taking-over of tenanted units
  • Vet through all Tenants M&E fit out submission and advice accordingly.
  • Ensure Tenant contractor carry out proper testing and commissioning before start of business
  • Review tenants request on electricity, water and chilled water provision
  • To attend, assist and follow up tenants feedback, queries and outstanding issues.
3. Term Contracts
  • Ensure all term contracts are renewed promptly.
  • Review contract before renewal to ensure continual performance of equipment and manpower
  • Enforcement & compliance of house rules (esp on recalcitrant contractors e.g. noisy works)
  • 1st responder for incident management
  • Review Security Agency achievement of KPIs/ tasks on weekly basis eg. deployment of resources (as per contract), reports on guard check points. check SO licences are valid on monthly basis
  • Training of new guards (execute 3 days program with follow up in 1 week)
  • To conduct regular check on manpower deployment, site performance and code of conduct.
4. Fire Safety
  • Conduct fire Evacuation Exercise - 2 times per year
  • Investigate all false fire alarm cases & recommend measures to prevent recurrence
  • Approval & control of hot works permit
  • Familiarization training for all Security on location of sprinkler control valves
  • Fire safety manager duties- weekly checks on escape route, liaise with tenants on fire safety matters, facilitate SCDF on fire audit, etc
  • All necessary arrangement for Annual Fire Cert Renewal.
5. Crisis Management
  • Prepare, review & practice the Crisis Management plans (e.g. SARs, fire, death, bomb threat) every quarter
  • Response time by CERT team within 10 mins
  • Maintain an updated registry of key personnel contact list (for BMO staff) & Tenants\' emergency contact list in the FCC
  • Procure & maintain CERT logistic & equipment - Eg Breathing apparatus, fire retardant suit, thermographic scanners (for SARS), N95 masks & hand sanitizers (these logistics always be out of stock during outbreak)
6. Incident Management
  • Prepare, review & practice the Incident Management plans (e.g. sprinkler pipe burst, black out) every month
  • Response time by Security Officers within 10 mins
  • Conduct training to SO & BMO staff on incident management process, broadly grouped into 3 tasks:
o Containment of incident (e.g. put up cordon post, redirect traffic) o Stop the deterioration ( e.g. turn off the control value for sprinkler burst incidents) o Normalize the situation, (e.g. direct cleaners to clean up & re-open affected area) 7. Security Operations Review
  • Manage the Security agency and work with them to resolve operational issues
  • Review the deployment plan & security patrol routes (every quarter) to suit current circumstances
  • Conduct regular trainings and ensure Security Officers are competent in handling the following issues:
o Illegal parking of bicycles/ motorcycles o Illegal smoking o Recurring tenancy encroachments o Illegal dumping in loading bays o Recalcitrant fit-out contractors who don\'t comply to house rule o Review building security access control & strategies every quarter o Identify those weak spots for unauthorized ingress & tighten control o Plan out strategies restrict & control contractor\'s access & movement 8. Review the monthly reports submitted by Service Providers. 9. Plan for the preventive maintenance schedules.

Job requirements:

1. Degree / Diploma in Mechanical or Electrical Engineering 2. minimum 3 years working experience 3. Expert in facilities management with FSM certification 4. Experience in calling for term contracts from start to finish. 5. Experience in energy conservation will be an advantage
