Role Responsibilities
The Business Analyst/SME for StAR (MAS/ASIC) is responsible for maximising the business value of the product resulting from work done by the transformation teams. Working with the PO & Regime leads towards successful delivery of the MAS & ASIC Re-write for OTC Derivatives Regulatory Reporting onto the new strategic StAR platform.
Responsibilities

  • The candidate should have strong understanding of OTC Derivatives Regulatory Reporting requirements in APAC jurisdictions regulations such as MAS, ASIC & HKMA. This involves staying up-to-date with the latest regulatory reporting changes and ensuring that the reporting processes adhere to the relevant regulations.
  • Requirements Gathering: The Business Analyst is responsible for gathering detailed requirements from various stakeholders, including compliance experts, regulators, product owners, and end-users. They must understand the specific regulatory reporting needs and the current reporting processes.
  • Documentation: The Business Analyst creates and maintains detailed documentation of the regulatory reporting requirements, business processes, data flows, and any changes made during the transformation. This documentation serves as a reference for development teams, stakeholders, and auditors.
  • Gap Analysis: The Business Analyst performs a gap analysis to identify the differences between the current reporting processes and the required reporting processes. They highlight areas that need improvement and define how the transformation will bridge these gaps.
  • Functional Specifications: Based on the gathered requirements, the Business Analyst creates clear and detailed functional specifications. These specifications outline the desired behavior and features of the reporting systems and serve as a basis for development and testing.
  • User Acceptance Testing (UAT): The Business Analyst is involved in UAT, where they work with end-users and stakeholders to validate that the implemented solutions meet the regulatory requirements and are user-friendly. They also facilitate issue resolution during the testing phase.
  • Collaboration with Product Owners and Development Teams: The Business Analyst collaborates closely with Product Owners and development teams to ensure a shared understanding of the regulatory reporting requirements. They clarify requirements, address questions, and assist in prioritization.
  • Risk and Impact Assessment: The Business Analyst assesses the risks associated with the transformation process, such as data integrity issues, system integration challenges, and potential regulatory compliance risks. They work to mitigate these risks throughout the project.
  • Communication: Effective communication is essential for a Business Analyst. They act as a bridge between technical teams, business stakeholders, and regulatory experts. They must ensure that everyone involved has a clear understanding of the reporting requirements and project progress.
  • Training and Support: The Business Analyst may be involved in creating training materials and providing support to end-users during the rollout of the new reporting system. They assist users in understanding the changes and using the system effectively.
  • Continuous Improvement: Post-implementation, the Business Analyst gathers feedback and conducts post-implementation reviews to identify areas for improvement. They collaborate with stakeholders to enhance the reporting processes further.
  • Data Mapping and Analysis: OTC derivatives regulatory reporting often involves complex data mappings and transformations. The Business Analyst must work with data experts to analyze data sources, identify data gaps, and map data elements to the required reporting formats.
Regulatory & Business Conduct
  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
Our Ideal Candidate
  • 7+ years of relevant experience preferably in OTC Derivatives Regulatory Reporting domain
  • In-depth understanding of OTC Derivatives Regulatory Reporting requirements in APAC jurisdictions such as MAS, ASIC & HKMA
  • Understanding of OTC Derivatives products and financial markets
  • Data management - Ability to manage and understand complex financial data including transactional data, counterparty static, and product data. Good understanding of data lineage, data quality and governance.
  • Stakeholder management - Ability to work effectively with various stakeholders such as COO, technology, compliance, and business users etc.
  • Agile Methodology - Proficiency in Agile development methodologies and experience working in Agile environments. Critical to have good understanding of product backlog management, user stories, sprint planning.
  • Proficiency with applicable project management and/or business analysis tools and technology
  • Communication - Strong verbal and written communication skills to articulate requirements clearly to both technical and non-technical team members and stakeholders
  • Bachelor\'s degree (or equivalent) in related discipline
