Job Purpose: The Consumer Business Risk and Control Governance Lead is a seasoned professional role. Applies in-depth disciplinary knowledge, contributing to the development of new techniques and the improvement of processes and work-flow for the area or function. Integrates subject matter and industry expertise within a defined area. Requires in-depth understanding of how areas collectively integrate within the sub-function as well as coordinate and contribute to the objectives of the function and overall business. Evaluates complex and variable issues with substantial potential impact, where development of an approach/taking of an action involves weighing various alternatives and balancing potentially conflicting situations using multiple sources of information. Requires good analytical skills in order to filter, prioritize and validate potentially complex and dynamic material from multiple sources. Strong communication and diplomacy skills are required. Regularly assumes informal/formal leadership role within teams. Involved in coaching and training of new recruits Significant impact in terms of project size, geography, etc. by influencing decisions through advice, counsel and/or facilitating services to others in area of specialization. Work and performance of all teams in the area are directly affected by the performance of the individual.
Direct reporting line to CGW Business Risk and Controls Head. Supports the CSL Business in managing and mitigating operational risks and executing risk and control responsibilities for the Consumer franchise as a First Line of Defense function. This includes front-to-back line-of-sight across businesses (e.g. Retail Bank, Wealth Management, Branches, Citibusiness, Cards, Mortgages) and functions (e.g., Consumer Core Operations, Credit Operations). Key Responsibilities:

  • Participates from inception through implementation, in cross-functional or cross business issues designed to ensure business compliance with laws, regulations, and policy requirements across key/complex risk levels.
  • Identify opportunities to test, optimize and scale-up successful risk and control initiatives
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.
  • Implement solutions to improve effectiveness and results
  • Identify existing manual controls monitoring that can be digitized through improved controls, integration, higher effectiveness and efficiency, and forward-compatible techniques. (Eg. DMT)
  • Lead and Drive significant risk and control transformation and innovation initiatives for CSL
  • Ensure a culture of accountability, integrity and respect
  • Provide coverage for Compliance Assurance Testing, Internal Audit reviews and regulatory activities
  • Negotiate solutions and acts as a liaison with internal and external clients
  • Work closely with key stakeholders to drive digital control transformation
  • Analyse control gaps and working on detailed plans to drive speed of execution while staying focused on quality and sustenance of output
  • Support the implementation of Quality Control (QC) program for MCA and deliver on MCA data normalization and stabilization in a sustainable manner.
  • Support the implementation of a framework to assess the quality and consistency of control and monitoring statements on a sustained basis. Work on remediation efforts for improvements to MCA data quality in line with Control and Monitoring design assessment principles, including rationalization and optimization of ARCMs from a simplification standpoint.
  • Support an operating rhythm of data analysis for senior management reporting of MCA outputs for country consumer governance and oversight.
  • Support Country Consumer MGE Quarterly Risk Assessments (QRAs) and Annual Risk Assessments (ARAs) related activities.
  • Support the re-engineering of key processes to deliver best in class standardized, streamlined and simplified capabilities across the organization.
  • Support CGW Consumer Business Risk and Control Head to manage, oversight and represent CAO activities on behalf of CSL CEO, including material policies and board committee activities.
  • CGW Risk & Controls Integration in country and region (HK & SG) initiatives, operating model redesign, streamlining and digitization of consumer business, IPB as well as Private Bank.
Knowledge/Experience/Technical skills:
  • 10+ years in Governance, Risk and Controls, Compliance or Risk Management
  • Minimum Bachelor’s Degree or equivalent professional qualification
  • Strong understanding of process and controls concepts, including risk identification, monitoring frameworks and methodologies
  • Sound background in retail bank products
  • Strong experience in dealing with auditors and regulators
  • Sound understanding of the regulatory framework
  • Strong expertise in implementing processes that results in improved business performance
  • Experience managing large and complex projects across a matrixed organization
  • Team player; ability to partner and negotiate with cross functional team to successfully deliver client needs.
  • Consistently demonstrates clear and concise written and verbal communication skills
  • Promotes a culture of teamwork across organizational boundaries
  • Demonstrated sense of accountability and decisiveness
  • Demonstrated ability to deliver results that are timely, relevant and effective, and strong people and project management skills
  • Exemplary leadership skills to be able to lead, influence and partner with teams across the organization to drive this new strategy and framework
  • Strong relationship building skills & experience of working in a matrix organization will be considered an advantage
  • Ability to successfully interact with various levels within the organization, including Senior Management
  • Risk professional with exceptional career within consumer banking risk management.
  • Proven experience in process simplification, reengineering and automation efforts.
  • Knowledge of various risks faced by the business and ability to define risk management mechanisms within the organization.
  • Ability to drive results.
  • Excellent communication and presentation skills.
  • Strong influencing and negotiation skills. Ability to explore alternatives and positions to reach outcomes that are supported and accepted by various parties.
