What the role is:The Leadership Innovation Cluster drives innovation in leadership and talent development at the Public Service level, to achieve the following key outcomes: \xe2\x80\xa2 Effective and high-performing leaders and leadership teams that deliver with excellence today and innovate to be future-ready \xe2\x80\xa2 A Public Service leadership corps with diverse experiences, skillsets, and perspectives \xe2\x80\xa2 One Public Service leadership with a common purpose, identity, and values We incorporate leadership science and data-driven practices in leadership development (LD), from how the identification of emerging leaders to the development of senior public service leaders. We work in close partnership with the Civil Service College (CSC), the HR community, and leaders across the Public Service.What you will be working on:[Specific Job Responsibilities] \xe2\x80\xa2 Support capability development of PSD and CSC, agency heads and HR to enable adoption of data- and science-based LD interventions. o Organise engagement sessions and prepare materials (e.g., leadership reports) for agency heads and advisors o Build up and deploy internal pool of advisors o Provide support to agencies to leverage the Public Service\'s Leadership Competency Framework (LCF) for LD (e.g., briefings to agency heads, senior management team briefings, HR workshops) \xe2\x80\xa2 Contribute to innovation in LD for more data- and science-based interventions to strengthen leaders at the individual, team and collective levels. This includes: o Reviewing the literature (both academic and business/management publications) and engaging leadership experts (e.g., academics, consultants, practitioners) to gather insights into leading practices o Translating insights to inform the design and development of LD policies and practices, designing and running pilot studies and evaluating their effectiveness o Performing data analytics and presenting the findings via appropriate visualisations, as well as supporting workstreams that ensure the timely and accurate collection of data, database management, development of systems and dashboards to support decision-making \xe2\x80\xa2 Review the current LCF and corresponding 360 feedback instruments to ensure their relevance, validity, and reliability in capturing effective leadership behaviours, in partnership with external experts, CSC and the wider HR/LD community.What we are looking for:[Values] We are looking for self-motivated individuals who value integrity and teamwork and take pride in going the extra mile to provide excellent service. [Work Experience & Competencies] The ideal candidate should possess the following: \xe2\x80\xa2 [Research & Data Analytics] Ability to design and conduct research studies, including collection, management, and use of data for statistical analyses to generate insights and recommendations for LD policies and practices in the Public Service. Ability to communicate research outputs accurately and succinctly to stakeholders using clear data visualisation techniques. \xe2\x80\xa2 [Learning & Development] Ability to identify learning needs and create/curate meaningful interventions that are aligned to organisational goals and strategies to develop a capable workforce. This might involve competency modelling, learning needs analysis, learning and development planning and learning effectiveness evaluation. Experience in the use of LCF and 360 feedback tools will be advantageous. \xe2\x80\xa2 [Thinking Clearly and Making Sound Judgements] Ability to connect the dots to develop a deeper appreciation of key issues; diagnose problems and identify possible solutions; and make sound and timely decisions. \xe2\x80\xa2 [Working Effectively with Stakeholders] Ability to engage, influence and mobilise stakeholders towards a common purpose.
