Job Description


MISSIONS / SERVICE DIMENSIONS

The service holder shall participate to the processes of Contracts and Procurement activities for the Papua LNG Project via the administration of the tendering process of new Call for Tenders (CFT) from prequalification to award and subsequently by ensuring that the Contracts and Purchase Orders are managed in accordance with the agreed contractual terms and conditions and that Company\xe2\x80\x99s interests are always protected.

ACTIVITIES

  • Adopt & demonstrate an exemplary behavior with regard to HSSE requirements.
  • Provide a strong HSSE leadership and define and ensure the effective implementation of the Project HSSE policy and commitment in all contracts documentation.
  • Adopt and demonstrate an exemplary behavior with regard to the Company Ethics and \xe2\x80\x9cCode of Conduct\xe2\x80\x9d policy and promote and enforce TotalEnergies Compliance Program within the Project team.
  • Apply the contractors and vendors Due Diligence procedure
  • Treat all information obtained during course of the work with confidentiality
Tendering Phase
  • Prepare the Call for Tender (CFT) / Inquiry documentation and specific Tender and Tender Evaluation Procedures in line with Project and Company procedures,
  • Ensure consistency between the contract documentation, deliverables and CFT documents,
  • Liaise with the relevant technical teams (DUET) to ensure that the technical requirements are adequately incorporated into the tender process and collaborate with various cross functional departments to ensure timely CFT preparation and readiness,
  • Manage, monitor and control all required contractual process for CFT, ensure that all recommendations are made as per the best contractual and commercial terms,
  • Ensure Project team are kept up to date with tender progress and developments, obtain any necessary attendance at meetings and obtain all necessary approvals. Prepare clarification meetings with potential bidders during the various stages of CFT,
  • Actively report CFT progress and advise on potential delays, put forward suggestions for improvements in cost and schedule,
  • Validate Tenderer compliance with Bank Guarantee, Parent Company Guarantee requirements, Insurances and the like.
  • Evaluate contractual proposals and assist in evaluation of technical and commercial proposals where applicable.
  • Administer the Recommendation to Award Report. Prepare and participate to the contract committee.
  • Prepare final contract documents and obtain necessary validations for the execution of the contract.
  • Manage close out the Pre-contract phase (e.g. notification of unsuccessful Tenderers, storage of tender documentation and correspondence, \xe2\x80\xa6).
Post Award Contract Management
  • Ensure that the Contracts assigned are managed in accordance with the agreed contractual terms and conditions and that Company\xe2\x80\x99s interests are always protected,
  • Develop within area of responsibility Project Contract procedures and execution plans,
  • Provide advice to the Company Representative (Technical Duet) on contractual issues and prepare / validate all contractual correspondence,
  • Administer contractual correspondence, change orders logs and filing,
  • Review requests for change orders and prepare / validate change order documents,
  • Manage Contractor claims, prepare counter claims, liaise with Project team & HQ as necessary,
  • Ensure all contractual certificates, guarantees and insurances required under the Contract are in place and received in the due time,
  • Coordinate the processing of Contractor\xe2\x80\x99s monthly applications for payment and verify invoice submissions,
  • Maintain a database which tracks the creation and the evolution of contracts, change orders, certificates,
  • Administer all contractual data necessary to be recorded in SAP (ERP system) for establishing commitments, their follow up and payments,
  • Carry out any other duties or tasks that may be assigned by management.
  • To produce contractual documents according to Company procedures and ethics
  • To provide a quality, cost-effective and time efficient contract and procurement support to technical entities of the Papua LNG Project organization
  • To participate in the optimization of the economic performance and risk reduction of the Project

CONTEXT & ENVIRONMENT The Papua LNG Project is a key project for TotalEnergies as it is its first major petroleum investment in Papua New Guinea. Papua LNG Project is a combine onshore and offshore development project comprising:
  • Well pads and the upstream gathering network including flowlines and two parallel multiphase trunklines
  • Upstream Central Processing Facility (CPF), approximately 30 kms from the field
  • Main onshore and offshore export system consisting of a single-phase gas pipeline and a condensate pipeline
  • Integration in existing liquefaction plant located 325 km from the CPF in the vicinity of Port-Moresby

DURATION / LOCATION
  • Starting date: March 2023
  • Duration: End of 2023 in Singapore
  • Location: Singapore during FEED, Relocation in Papua New Guinea after the detailed engineering in EPC offices
  • Status: Resident

QUALIFICATIONS & EXPERIENCE REQUIRED

Qualification: Master Construction Law, Business, Qualification in Engineering / Construction Science would be a plus. Languages: Good command of English language Professional Experience: 10 years, practical, relevant and progressive experience in preparation, negotiation, monitoring of EPC/EPCI construction technical contracts in offshore/marine Oil & Gas Projects. Qualified Contracts engineer for the management of EPC type construction contracts, Very strong knowledge in construction law and proven experience in management of Oil & Gas project construction and installation contracts from pre-award to final account preferably on onshore packages Proficient in SAP ERP and various Microsoft Office software suite Knowledge and understanding of contract processes in projects. Good general knowledge and understanding of project control, commercial, legal and insurance matters, and \xe2\x80\x9cin depth\xe2\x80\x9d understanding where relevant to construction and supply contracts. Very good understanding of different means of contractor remuneration and their commercial implications, practical experience of their use. Good communication, organizational skills, capabilities to take workload & work under pressure, able to work in a multicultural environment
