Job Description


What the role is:This is a senior team leadership position that requires a strategic mindset, strong business acumen, and a passion for driving customer-centric initiatives in various food settings. The candidate is required to have a strong ability in managing demanding stakeholder relationships, displaying grace under pressure, resolving conflict with aplomb with an eye on achieving sustainable long term partnerships.To be effective, you have to be a dynamic team player. You must possess strong relationship-building skills - at all levels (e.g., C-suite to chefs and coffee shop proprietors), to build win-win opportunities with partners. You must also possess strong project execution skills, be able to effect change, garner resources, and manage people and projects.You are expected to fulfil a range of responsibilities, including:

  • Sustainable Nutri-grade, Healthier Choice Symbol (HCS), Healthier Dining Programme (HDP) and Eat Drink Shop Healthy (EDSH) ecosyste
  • Collaborate closely with internal HPB divisions, including those outside of Food, to ensure alignment and integration of efforts with organizational objectives
  • HCS and HDP are HPB initiatives to encourage Food operators to reformulate and offer a wider range of healthier choice dishes or products (e.g., lower in sodium, sugar or saturated fat), in the supermarkets and F&B outlets
  • EDSH is a demand driven promotional initiative to nudge consumers into healthier buying behaviour by selecting HCS in their everyday food choices
  • Nutri-grade is a regulatory labelling policy to inform consumers of adverse nutritional content in popular food available in the market
  • Innovate with team and across teams to drive change management and to ensure the division delivers consistently high performance and provide value-added support to partners and internal HPB divisions
  • Own and develop Food Partner Landscape Strategy:
  • Develop and execute comprehensive strategies to engage and activate strategic partners identified by HPB divisions to support our various initiatives
  • Align and influence various companies, WOG agencies, with HPB's objectives and goals.
  • Prioritize partnerships with corporations, government agencies, food associations, to leverage resources and maximize impact.
  • Sector Development & Advocacy:
  • Cultivate and steward relationships with corporations, associations, and other stakeholders to increase the reformulation of products or services
  • Lead assigned initiatives in sponsorships, contributions to support HPB's various programmes
  • Account Management, Insights and Reporting:
  • Develop and maintain an updated Account leads and opportunity pipeline for tracking and reporting on activities and outcomes, ensuring accountability and transparency to stakeholders
  • Participate in the development, utilisation and refinement of data and insights in delivering a positive partner and user experience
  • Ensure risk management / mitigation on systems and public facing platforms and touchpoints
  • Leading the implementation strategy of our health points rewards merchant strategy to ingest quality information on purchase and consumption patterns of Singaporeans at HPB's merchants as well as work with partners to produce quality and demand-based content, events and services, and marketing them to drive customer adoption and take-up rate
RequirementsThe ideal candidate should possess at least 15 years of experience in relevant fields and the following skill sets:
  • Leadership and team management: Capable of leading, developing and motivating a team of officers to constantly ideate, innovate and improvise on existing strategies and approaches, synergising cross-division efforts to achieve productivity and optimal impact, while fostering a productive work environment. Provide guidance, coaching, and support to ensure the team's success in achieving and exceeding HCS, HDP and EDSH campaign/programme targets
  • Critical thinking and problem-solving: Skilled in guiding team to write/prepare clear submissions/presentations and framing appropriate narratives to suit different target audiences to achieve communications objectives, analysing information to make inferences and drawing insights, recommending refinements to policy and SOP, pre-empting potential implementation problems, analysing issues encountered and following through on actions that need to be taken until issues are resolved
  • Personal effectiveness: Able to meet timelines for assigned projects, email replies and preparation of presentations, contribute to high-level discussions on strategies and approaches, build rapport with team members, assign work effectively and ensure timely completion of tasks with quality
  • Relationships building and account management: Proficient in initiating contacts, engaging and communicating with different types of organisations at the senior level, identifying opportunities for new areas of collaborations or new innovations, facilitating partnerships by linking up suitable parties, leading the team to execute appropriate negotiation strategies to formalise agreements aligned to HPB's interests and objectives, and managing the accounts effectively and professionally to consistently achieve a high level of trust and camaraderie
  • Partnerships engagement strategy: able to identify, map out and prioritize relevant stakeholders, analyse these stakeholders' interest and influence, and to develop engagement strategies, including sensing and evaluating impact
  • Operations planning and management: Skilled in planning and managing public-facing operations of different nature and target audiences. For example, execution of physical and virtual events, conduct of on-site briefings and engagement exercises at retailers or Healthy Promoting malls, and showcasing and marketing HPB's services/products at third-party events
  • Service design and customer management: Proficient in empathising with customer experience, improving service delivery, and supporting the team in managing appeals and feedback from customers with issues
  • Resource acquisition and management: Capable of computing/estimating budgets and resources required for each assigned project with appropriate assumptions and basis, prioritising the use of available budgets and resources and making trade-offs when necessary
  • Audit management and enforcement: Skilled in pre-empting risk areas (e.g. fraudulent claims and process lapses), guiding the team to implement effective mechanisms including tweaking business workflows, processes and documentation checks to mitigate risks, taking and following through appropriate enforcement actions, and ensuring closure of audit observations and findings
