What the role is:With the increasing use of digital technology and in support of Singapore becoming a Smart Nation, there is an urgent need to safeguard the resilience of our critical telecommunications, media and digital infrastructure and systems against physical, digital and cyber threats during both peacetime and period of national emergency. This has taken greater salience given the greatly expanded threat surface posed by increased digitalisation and the adoption of new technologies like 5G and the Internet of Things. In the international space, geopolitical technology contestation between US-China is also creating digital security risks, in threatening our access to critical digital technology.What you will be working on:You will need to lead a team to work with relevant government agencies and stakeholders to drive development of digital security policy through (1) deepening knowledge and understanding in key areas of digital security, (2) mapping and prioritising areas for focus, and (3) working with key stakeholders and subject matter experts within MCI Family and with Whole-of-Government (WoG) partners to develop and implement strategies for digital security. The jobholder is also expected to develop and implement frameworks to identify, review and mitigate security risks in our digital ecosystem, and assist in managing geopolitical issues in the digital space through sensemaking and working with WoG stakeholders to develop WoG approaches (e.g. on Singapore\'s strategy and external positioning for digital technologies in a tech-bifurcated world). The job holder is expected to work closely with MCI\'s agencies, e.g. IMDA and CSA, as well as with stakeholders from other Ministries (e.g., Ministry of Home Affairs, Ministry of Defence). This officer should have strong policy acumen, write well, have strong stakeholder engagement skills and understand operational needs.What we are looking for:

  • Candidate should have experience in the area of policy formulation and familiar with issues related to threats in the digital space. Background in Digital and Cyber Security, or Information Technology is preferred but not essential. * At least six years of managerial experience and strong ability to effectively lead a team * Ability to adopt a systems-level approach to issues * Willingness to learn and take on a diverse range of work; able to operate in ambiguous and unstructured work environments * Ability to write and communicate well.
