Job Description

The Deputy Director (Enterprise Data) leads the organisation's enterprise data function, ensuring that the data platforms (Azure Data Factory, Snowflake and Alation) are designed and managed to deliver high-quality, trusted data for analytics, dashboards and AI use cases. This role stewards the technical foundation that underpins the organisation's business intelligence and AI efforts, working closely with IT Shared Services on data governance, compliance, and infrastructure alignment.



Key Responsibilities



A. Strategic Leadership



Enhance and execute the organisation's Data Enablement Roadmap (2026 to 2030) to support business intelligence and AI readiness.

Establish and evolve the data architecture and operating model that supports both HQ and Research Institutes.

Lead and mentor the Enterprise Data Team (Data Engineers, Data Analysts, Data Scientists) to build strong delivery capability and data literacy.



B. Data Platform & Engineering



Oversee the management of Azure Data Factory (ADF) as the organisation's data integration layer, ensuring secure, automated ingestion from core systems.

Manage Snowflake as the enterprise Data Warehouse, including modelling, transformation, and optimisation for analytics and AI.

Maintain Alation as the organisation?s data catalogue to ensure discoverability, metadata accuracy, and ownership accountability.



C. Data Quality & Enablement



Partner with IT Shared Services (Data Governance) to operationalise data quality standards, validation pipelines, and metadata stewardship.

Collaborate with Business Analysts to design data models and marts that align with business logic and whole-of-organisation dashboards.

Enable self-service analytics by curating certified datasets and building accessible, well-documented data assets.



D. Partnership & Governance Alignment



Work closely with IT Shared Services on data governance, infrastructure, and IM8 compliance.

Participate in joint forums such as the Digital Policy Forum to ensure consistency in data practices, standards, and risk management.

Build strong relationships with system owners, data stewards, and HQ/RI stakeholders to expand and sustain the organisation's data ecosystem.



E. Performance & Value Measurement



Define and track operational KPIs such as pipeline uptime, data freshness, metadata coverage, and dashboard adoption.

Demonstrate the value of data investments through measurable improvements in analytics speed, accuracy, and AI readiness.



Qualifications & Experience



Bachelor's Degree (or higher) in Computer Science, Data Science, Engineering, Information Systems, or related discipline.

At least 12 years of experience in data engineering, analytics, or digital transformation, including 5 years in a leadership role.

Proven success in leading enterprise-scale data platform implementation (e.g., Azure Data Factory, Snowflake, Alation).

Familiarity with public-sector data governance and security frameworks (IM8, PDPA).

Strong stakeholder management, problem-solving, and change-leadership skills.

Experience working in hybrid or federated data environments is advantageous.
