Job Description

NSCC is looking to hire a resourceful and motivated individual. You will work closely with key stakeholders internally and externally to achieve the vision and mission of NSCC.
Scope of work:

• Involved in strategizing NSCC workplans, which includes putting together the plans and budget requisition
• Handle and manage multiple resource of funds, ensuring optimal use and allocation of funds to achieve strategic outcomes
• Liaise with funders (Stakeholders, A*STAR, NRF, etc) to ensure proper accountability, drawdown, utilization
• Prepare accurate forecasts of capital requirements and expenses so that management can make informed decisions about future projects and collaboration, or cuts
• Forecast future budget plan based on NSCC HPC Roadmap; RIE2025 and RIE2030 budgets
• Plan and manage quarterly budgeting exercise, ensuring fair allocation to respective departments, flexibility in re-allocation, optimal use of funds and accountability to NSCC management, A*STAR and grantor.
• Tracking cash flow, fund flow, analyzing strengths and weaknesses to propose corrective action plans when necessary.
• Reviewing financial statements or other reports to identify potential risks or issues
• Provide guidance, training, and development opportunities for staff to expand both their capacity and capability
• Liaise with internal NSCC divisions, offering advice on financial planning and management issues, programmes funding, operational issues, tax issues, etc
• Working with internal and external auditors to ensure compliance with A*STAR policies and Grantors regulations
• Re-engineering and streamlining of workflow and processes to increase efficiency in fund controls and alignment across the centre on financial planning/budgeting, control and reporting

Job Requirements

• Degree in Accounting, Finance, or relevant field; MSc/MBA is a plus
• CPA is a strong advantage
• Possess at least 10 years of relevant experience
• Ability to think strategically, analyse issues from different angles and devise comprehensive solutions
• Leadership qualities and ability to mentor junior officers
• Proactive, quality conscious, attention to details and results-oriented
• Comfortable to delivering outcomes in complex environment within challenging timelines
• Proficient in Microsoft Office with PowerPoint skills
