Deputy Director, Human Resources Business Partner (Roads)





Job Purpose


Reporting to Director, Human Resources Business Partner (Roads) (“HRBP Roads”), the Deputy Director (“DD”) HRBP Roads will assist the Director to oversee all human resource matters of the Roads business unit, as well as manage the industrial relations & employee engagement for SMRT Buses.


The incumbent will play a key role in building effective HR services delivery to support the operations and growth of the Roads business unit. You will partner the business unit by taking a proactive and consultative approach in key human resource areas to deliver and achieve business goals as well as maintaining good employee relations with the line through engagements, coaching and counselling.


This role requires the ability to develop and maintain strong relationships with Business Units, Senior Management and other HR teams to provide timely HR advice on hiring, deployment and succession planning for staff, as well as the ability to lead and influence at all levels of the organisation.



Responsibilities

  • Responsible for the HR Business Partner Teams for the Roads Business Unit (BU).
  • Manage the full spectrum of HR function including but not limited to the implementation of HR policies, talent attraction and retention programmes, performance management and talent management, succession planning, compensation and benefits, learning and development, deployment and advisory, union relations, employee engagement, and discipline management.
  • Take on an advisory role and work in close partnership with the BU to deliver and achieve business goals.
  • Work with the line on staff management, grievance handling and execution of corporate HR initiatives.
  • Collaborate with HR specialist teams to ensure consistent and integrated HR support to the businesses.
  • As part of the Senior Management team, be responsible for staff development and drive workforce professionalisation
  • Strong leadership with excellent interpersonal and communication skills to motivate staff, strengthen team cohesion and collaborate with internal and external stakeholders to achieve organisation goals.


Qualifications & Work Experience

  • Bachelor’s degree or equivalent experience.
  • At least 12 years of experience with 5 years in leadership capacity handling key HR functions.
  • Experience working in a Unionised environment with Unions will be an advantage.

  • Strong analytical, strategic-thinking, and problem-solving capabilities.
  • Strong organizational and planning skills.
  • Strong leadership, interpersonal skills and preferably with hands-on experience to guide and nurture a multi-disciplinary staff to work as a team.
  • Demonstrate grit, confidence and humility in connecting with business stakeholders leadership and staff of all levels.
  • Strong team player with effective written and oral communication skills.
  • Strong leadership skills to lead and motivate staff, strengthen team cohesion and collaborate with internal and external stakeholders to achieve organisation goals.
