ABOUT THE VISUAL ARTS CLUSTER The Visual Arts Cluster (VAC) consists of National Gallery Singapore (Gallery), Singapore Art Museum (SAM) and Singapore Tyler Print Institute (STPI). The VAC pursues excellence by harnessing synergies across the three art institutions. NATIONAL GALLERY SINGAPORE National Gallery Singapore is a leading visual arts institution overseeing the largest public collection of modern art in Singapore and Southeast Asia. Situated at the birthplace of modern Singapore, in the heart of the Civic District, the Gallery is housed in two national monuments – City Hall and former Supreme Court – that have been beautifully restored and transformed into this exciting 64,000 square metres venue. DESIGNATION : Deputy Director (Human Resource)

RESPONSIBILITIES
REPORTS TO: Chief People Officer The incumbent will work closely with the senior management team and play an instrumental role in shaping the people function for the National Gallery Singapore and Singapore Art Museum within the Visual Arts Cluster. They will be instrumental in shaping the organisational culture, employee experience, acquisition and development of talent needed to achieve the desired business outcomes, as well as engage and retain the best talent in sector. The ideal candidate is an innovative and forward-looking HR business partner with relevant HR skills and experience, who has a passion for people and a love for the arts. KEY RESPONSIBILITIES HR Strategy, Planning & Management

  • Designs and implements creative and forward-looking HR strategies that supports the organisational mission and vision.
  • Partners the CEO and executive leadership team in building a high-performing and collaborative culture with highly engaged people, passionate for the arts.
  • Develops strategies to attract, motivate, develop and retain the best talents with the right competencies.
  • Develops and implements a talent management strategy and roadmap that provides career progression pathways for all staff, building a strong bench-strength and succession plan for the organisation.
  • Develops a mid- to long-term strategic plan that will lead to the Gallery/SAM becoming an Employer of Choice in the art and museum sector.
HR Leadership & Operations
  • Builds a high performing, people-focused HR team. Leads, coaches and inspires the HR team to deliver high quality and timely advice and support, as HR Business partners to the rest of the organisation.
  • Ensures the implementation of a fair and competitive total remuneration framework, progressive best-in-class policies and practices, relating to diversity & inclusion, learning & development, and employee well-being.
  • Establishes and manages a fair and open performance management process with a view to drive the appropriate behaviours and values and identify development needs and opportunities for the staff.
HR Business Partnership
  • Partners the CPO and the senior leadership on the appropriate organisation design and people strategies including identifying appropriate metrics, to support the organisational and departmental strategies and goals.
  • Advises and supports the business leaders on all HR matters, including recruitment, talent management, compensation, rewards, disciplinary and performance management.
  • Works with the CPO and business leaders, develops and refines the leadership and functional competency and training framework to build the necessary competencies for the organisation.
  • Works with CPO and the Ministry and Institutions (e.g. Ministry of Culture, Community and Youth, National Heritage Board, Museum Roundtable etc) on all matters regarding strategic people-related strategies such as executive appointments, renewals and compensations.
Visual Arts Cluster (VAC) and Museum sector collaboration
  • Provides HR leadership and support to the other Visual Arts Cluster (VAC) entities – such as STPI, and other sector museums as required.
  • Champions the talent development agenda within the VAC and museum sector, to develop forward looking and best-in-class human resource policies and practices.


QUALIFICATIONS
  • 10 to 13 years of professional experience in Talent Management, HR Management and Business Partnering.
  • Talent Attraction, Employer Branding, with forward-looking organisations.
  • Strategic HR competencies required include leadership development, succession planning, organisational development, coaching and talent management.
  • Knowledge and understanding of local labour laws, market best practices and a keen follower of talent management trends.
  • Experience in organisation development and change management with demonstrated people management experience.
  • Good ability to manage complexity and ambiguity. Strong analytical, relational, and problem-solving skills.
  • Confident and self-driven with strong inter-personal, communication and people-management skills.
  • Must have a passion for people, and a love for the Arts & Museum sector.
