Job Description


What the role is:The CDA is a new government agency that is being established by the Ministry of Health (MOH) to oversee Singapore\'s communicable disease preparedness, prevention and control, surveillance, risk assessment and outbreak response. The CDA PO\'s role is to plan and execute the setup of the CDA, which will consolidate and build on the public health functions under MOH, the National Centre for Infectious Diseases, and the Health Promotion Board. As Deputy Director (Strategic Planning) of the interim Communicable Diseases Agency (iCDA) under the Ministry of Health (MOH), you will support Head Strategic Planning in the development of our strategic planning approach and organisational strategy; and implement the organisational strategy to achieve its mission and outcomes. He / She will support the senior management in setting organisational goals and priorities, including setting processes, optimising resources and measuring the organisation\'s performance to achieve desired goals. The job holder is required to work closely with multiple internal and external stakeholders to ensure alignment of organisation\'s direction and intent.What you will be working on:

  • Lead the development and implementation of the organisational development strategy, ensuring alignment with the mission, vision, and values. \xe2\x80\xa2 Collaborate with senior leadership to define strategic priorities and initiatives and establish key performance indicators (KPIs) to measure progress. \xe2\x80\xa2 Drive the development of actionable plans to achieve strategic objectives, and monitor progress towards goals. \xe2\x80\xa2 Provide strategic guidance and support to division leads in aligning their initiatives with the overall organisational strategy. \xe2\x80\xa2 Oversee the development and maintenance of a robust performance management framework to track and report on strategic initiatives. \xe2\x80\xa2 Stay abreast of industry trends, best practices, and emerging technologies to inform strategic decision-making.
What we are looking for:
  • Minimum tertiary qualifications in business administration, management, or a related field. Qualification in public health would be an advantage \xe2\x80\xa2 Proven track record of at least 10 years in strategic planning, organisational strategy, or a related field, with at least 5 years in a leadership role. \xe2\x80\xa2 Strong analytical and problem-solving skills, with the ability to translate data and insights into actionable strategies. \xe2\x80\xa2 Demonstrated experience in leading cross-functional teams and driving change management initiatives. \xe2\x80\xa2 Proficiency in strategic planning tools and methodologies. \xe2\x80\xa2 Familiarity with performance management and measurement techniques. \xe2\x80\xa2 Excellent communication and interpersonal skills, with the ability to influence and collaborate with stakeholders at all levels.
