Plan, organize and manage the procurement process for all assigned plants under Power & Renewables Line of Business
Liaise with key internal stakeholders (Plant Managers, Section Manager/Head and/or Engineers) to understand their current and anticipated demand for goods, services and works. Establish viable, cost-effective and strategic sourcing objectives and integrate these requirements into the O&M Procurement Plan
Implement procurement strategies to maintain security of supply and optimum value for money. Deliver competitive cost for operations based on TCO (Total cost of Ownership) model
Perform all procurement and contracting activities including pre-qualification, tender management, negotiation and preparation of contracts - Ensure the Company\'s best interest is consistently achieved
Ensure that the procurement process is in adherence to Company\'s and Clients\' requirements, policies and procedures
Analyse market and delivery trends so as to implement change and develop procurement technologies and processes that support those trends
Conduct business review meetings with key stakeholders to assess risk, review future strategies, and identify potential cost down and improve opportunities
Develop and maintain a commercially sound Supplier List, survey the market for alternate / new supply sources including non-traditional ones and maintain O&M "Approved Supplier List"
Build and develop relationships with key suppliers and contractors, manage relationships and assist in building effective partnerships
Managing a team of O&M Procurement Engineers/Executive for assigned plants
Plan the utilisation of resources and ensure they are optimised, work allocation is distributed evenly as well as delivery schedules and targets are met
Provide guidance and support to staff on procurement through the implementation of business plans and aligned to business outcomes in support of the objectives and priorities of the Company
Ensure that the monthly procurement reports and cost savings/cost avoidance statistics are reported on-time to Management
Provide sourcing support for tendering of new projects, and when necessary, participate in Tender reviews and evaluations
Identify training and development needs for the Procurement team personnel and undertake performance appraisals
Such other duties and responsibilities as may be reasonably requested by your immediate supervisor / the head of department from time to time
JOB REQUIREMENTS
A good degree in Engineering or business studies with substantial procurement experience of at least 5 years
Experience in successfully leading, managing and motivating a team of minimum 3 staff
Good financial acumen with track record in delivering procurement benefits including finance savings
Working knowledge in plant Operation & Maintenance environment, tenders and sub-contracting
Strong verbal and written communication skills
Knowledge of financial, legal, contract law ("PSSCOC, FIDIC Conditions of Contract, etc.") and corporate social responsibility issues
A good team player who is able to build rapport with a diverse workforce in multi-cultural setting and work well with other departments and internal stakeholders
Proven ability to negotiate, is resourceful, decisive and possess excellent analytical skills
High integrity, maturity and self-motivated
Proficiency in SAP S/4 HANA ERP, SAP Ariba System and IBM Maximo application is a strong plus
