The Compliance Department\xe2\x80\x99s vision is to be a trusted partner and advisor to help Teachers\xe2\x80\x99 global business lines effectively manage risk, regulatory compliance, and related best practices in accordance with Teachers\xe2\x80\x99 risk tolerance and to help build a sustainable culture of compliance.

Who you\'ll work with

The Director, Compliance Asia Pacific (APAC) will be part of a global team that helps manage and support all compliance matters for Ontario Teachers\xe2\x80\x99 Pension Plan including six key functions of the Compliance Operating Model: i) Advisory, ii) Policies and Procedures and Controls, iii) Education and Training, iv) Monitoring and Surveillance and Remediation, v) Compliance Risk Management, vi) Compliance Reporting to Senior Management and the Board.
The Director will be the first point of contact for compliance matters in APAC and the key point of contact for APAC stakeholders, located in Singapore, Hong Kong, and India.

What you\'ll do

  • In collaboration with the global Compliance team, build, shape, and advance the global Compliance program and operating model
  • Specific oversight and accountability for leading the APAC Compliance plan, ensuring it is aligned with Ontario Teachers\xe2\x80\x99 and Corporate Affairs\xe2\x80\x99 overall strategic objectives, notably from a risk and compliance perspective
  • Establish and manage standards, and implement procedures ensuring the global Compliance program is aligned, effective, and efficient (commensurate with risk) in identifying, preventing, detecting, and correcting non-compliance with applicable laws and regulations
  • Provide sound compliance and risk management advisory support to business partners considering regulatory developments, external and/or internal examinations, or general compliance matters while also factoring in analysis of business impact
  • Identify, monitor, and respond to diverse new & proposed external regulations each with varying levels of complexity with little internal precedent including, where applicable, developing and submitting Teachers\xe2\x80\x99 positions in relation to such changes in collaboration with other disciplines across Corporate Affairs
  • Oversee and ensure accuracy and completeness of all regulatory requirements in the APAC region including requirements relating to MAS, QFII regime, HK Stock Connect, and India FPI regime while supporting (as needed) SFC licensing requirements for the Hong Kong entity
  • Establish & administer training, education, and supervisory activities for all global Compliance policies: Code of Conduct (including personal investing), Insider Trading, Government Relations & Lobbying, Sanctions & Anti-Money Laundering, Anti-Bribery/Anti-Corruption, Hong Kong Operating Policy, OTPP Asia Compliance Manual, and Global Privacy Policy
  • Initiates, facilitates and promotes activities to foster information privacy awareness and serves as an information privacy resource to the APAC region. Maintains current knowledge of applicable APAC privacy laws and related regulatory and case law developments, including guidance provided by respective privacy/data protection regulators.
  • Monitors advancements in information privacy technologies ensuring organizational awareness, adaptation, and compliance where applicable
  • Manage standards and maintain awareness of Fraud Risk Management and Speaking Up programs
  • Manage strong working relationship with external counsel and act as regulatory liaison (as required) with regulatory bodies in the APAC region
  • Coordination with various business functions for ensuring that the Investment activities are following regulatory, legislative, and policy requirements
  • Develop and prepare periodic compliance reporting to senior management and the Board, including APAC Board
  • Maintaining systems/records to demonstrate appropriate decision-making processes and monitoring/compliance with internal policies and external laws and regulations (e.g. for internal audit purposes and/or external regulatory investigations)
  • Foster collaboration across Corporate Affairs by partnering individually and collectively on Corporate Affairs workstreams
  • Build collaboration and provide support to other functional compliance program areas as required to ensure consistency in approach to controls and risk management
  • Develop network and liaise with a broad range of global industry peers
  • Responsible for the development and/or enhancement of the compliance infrastructure, policies, and procedures, and develop and execute controls to mitigate operational and compliance risk
  • Consistently ensure cross-departmental coordination, mobilizing the right people and ensuring deliverables are completed properly and on time, with a continuous global mindset of the compliance program
  • Build strong relationships and trust across all business lines. Viewed as a key representative of Corporate Affairs and resource to the APAC Executive Managing Director
  • Leverage regional understanding and subject matter expertise to increase the impact of the global Compliance program and promote an ethical culture and tone
  • Effect change and strengthen Compliance team culture. Build and/or sustain high performing team through coaching and accountability
  • Act as the primary point of contact for all regulators in the APAC region matters
  • Lead, coach, manage, inspire, develop, and support APAC compliance team, ensuring all work is delivered accurately, on a timely basis, and in compliance with established global standards
  • The individual provides a direct resource to the Managing Director, Corporate & Investments Compliance, and is expected to make operational decisions quickly and under tight deadlines, ensuring consistency and a high level of accuracy, consulting Managing Director only where required, commensurate with complexity and risk. There will be a dotted line reporting to the Executive Managing Director, APAC to ensure the interconnectivity with Corporate Affairs in APAC
  • Trusted advisor to the Chief Compliance Officer and proactive in supporting the Division to deliver on its strategic objectives, driving innovation and culture
  • On complex issues, the Director is expected to fully research the issue before providing recommendations. Recommendations need to be clearly and logically thought out, exhibiting an ability to perform adequate diligence on rules, facts, and data
  • Methodical and strategic thinker, challenging peers and outside advisors where necessary. Support responding appropriately to alleged breaches and non-compliance with applicable regulations and policies


What you\'ll need
  • Minimum 12-15 years of progressive experience in asset management and/or other financial industry experience (e.g. audit, compliance, legal with appropriate qualifications)
  • Sound knowledge of rules and regulations with SFC, MAS, CSRC, and SEBI
  • Understanding of securities law requirements within the APAC region (e.g. India \xe2\x80\x93 FPI, Stock connect) is highly preferred.
  • Familiarity with regional privacy and data protection laws.
  • Demonstrated subject matter knowledge in asset classes such as equities, fixed income, private capital, and credit. Knowledge of infrastructure and/or commercial real estate is highly desirable
  • Strong understanding of public and private markets to immediately establish trust and influence decisions with Investments and Legal. Strong presentation and communication skills, with fluency in English
  • Minimum 12-15 years of progressive experience gained within investment and asset management with hands-on experience in handling compliance issues with investment products and funds
  • Strong operational knowledge and proactiveness in building and running a sound compliance program and understanding of APAC regulatory requirements
  • Broad product and geographical knowledge of the Asia Pacific markets
  • Advising on sanctions and financial crime-related matters
  • Strong stakeholder management skills with the proven ability to work in a stand-alone role
  • Exceptional ability to handle change and operate in an environment with constant ambiguity, no clear answers/solutions, and little to no internal precedent to leverage
  • Strong interpersonal skills and experience developing, motivating, and leading large teams
  • Distinguished work ethic consistently balances multiple competing priorities from different geographical offices while meeting deliverables in a timely and accurate fashion
  • Exceptional analytical, research, and problem-solving skills coupled with excellent written and verbal communication skills
  • Effective and proven communicator with individuals at varying levels within an organization, including Senior Management
  • Proven self-starter operating with a strong sense of urgency, multi-tasking, and meeting competing priorities and multiple deadlines without compromising quality
  • Experience effecting change outside one\xe2\x80\x99s department where no clear control or authority exists
  • Critically evaluates areas outside of personal expertise with seasoned judgment and reasoning
  • Proven understanding of both business objectives and regulatory environments. Exceptional experience building consensus through sound logic and reason rather than through authority
  • Proven ability to plan, staff, and execute medium to large-scale projects, ensuring high quality of work and timeliness of deliverables
  • Proven ability to read, question, interpret, apply and operationalize securities laws and other rules and regulations
