Job Description


What the role is:As the Head of Digital Innovation, you will lead the MOE\'s Digital Innovation Office, and report directly to the Ministry\'s Chief Information Officer (CIO). Your focus will be on driving digital experimentation, prototyping, and innovation initiatives across the organisation. This role emphasises innovation leadership, emerging technologies, and rapid prototyping, with a strong focus on human-centered design. The ideal candidate will cultivate a culture of innovation, lead cross-functional teams, and deliver scalable solutions through various means such as ideathons, hackathons, and design thinking workshops.What you will be working on:

  • Strategic Leadership to develop and execute a digital innovation strategy, driving experimentation and prototyping to address key challenges within MOE. \xe2\x80\xa2 Innovation Culture, fostering a culture of continuous learning and experimentation by organising ideathons, hackathons, and problem-solving workshops. Run design thinking workshops to embed user-centred methodologies, ensuring that new prototypes and innovations are able to meet the needs of educators, students, and administrators. \xe2\x80\xa2 Prototype Development & Innovation Excellence, leading the development, testing, and rapid iteration of prototypes for digital solutions, focusing on delivering human-centred designs. Guide teams through ideation, prototyping, and evaluation, ensuring solutions are user-friendly and scalable. \xe2\x80\xa2 Cross-functional Leadership & Stakeholder Engagement, to lead multidisciplinary teams in organising and facilitating ideathons, hackathons, and design thinking sessions that emphasise user-centred solutions. Collaborate with internal and external stakeholders to share insights from these workshops and explore new possibilities for digital transformation. \xe2\x80\xa2 Performance & Measurable Outcomes, to establish metrics to assess the success of innovation initiatives, with a focus on usability, effectiveness, efficiency, time-to-market for prototypes, impact on user adoption and experience, number of proof of concept/ value (POCs and POVs) and scaled solutions. To establish and track key performance indicators (KPIs) related to the effectiveness of human-centred workshops and prototypes, including user feedback and value delivered. To manage and optimised the innovation budgets and resources, ensuring they are allocated effectively to maximise value from ideathons, workshops, and experimentation efforts \xe2\x80\xa2 Team Development & Coaching, to mentor innovation teams, helping them build capabilities in design thinking, human-centred design, and digital prototyping. Promote a collaborative environment that encourages experimentation, creativity, and continuous improvement through regular problem-solving workshops and design sessions.
What we are looking for:
  • Experience: At least 15 years of experience in digital innovation, prototyping, or strategic leadership roles, with a focus on innovation. \xe2\x80\xa2 Strategic Leadership: Proven ability to lead innovation initiatives and manage cross-functional teams through design thinking and innovation processes. \xe2\x80\xa2 Innovation & Agile Mindset: Strong knowledge of Agile methodologies, with experience in driving rapid prototype development and testing. \xe2\x80\xa2 Technical Proficiency: Proficient in design thinking, digital prototyping tools (e.g., Figma) and understand the use of data analytics, AI, automation and emerging technologies. \xe2\x80\xa2 Workshop Facilitation & User-Centered Design: Experience in organising and running human-centred design thinking workshops, ideathons, and hackathons. \xe2\x80\xa2 Communication & Stakeholder Engagement: Strong communication skills, with the ability to articulate strategies and outcomes from innovation workshops to senior leadership and partners.
