What the role is:The Digital Transformation, Innovation & Data Division (DTID) is the business transformation office to drive A*STAR towards a digitally enabled and data-driven organisation. The office is responsible to define the digital vision, formulate digital strategies and develop the digital roadmap to provide guidance for our digitalization efforts. DTID acts as the catalyst in driving digital transformation and is the bridge between business owners and technology supports. As the central office, DTID performs the role as the horizontal integrator to synergise and harmonise digital efforts and drive complex and cross-cutting digital initiatives for A*STAR. Beyond business-technology, the role of DTID entails the raising of digitally skilled and creative workforce to empower our workforce to harness digital technology and embrace business transformation. To support digitalization efforts, the office is also responsible to set digital/data policies and put in place governance and standards.What you will be working on:As Director, DTI, you will lead a department under DTID, reporting to the Group Director, DTID. There are 2 teams under the department - Digital Transformation & Innovation (DTI) and Data Management & Analytics (DMA). In this role as Director, Digital Transformation & Innovation (DTI), you are responsible to lead the team to transform A*STAR into a digital organisation. You are expected to be a hands-on leader to lead your team to: Drive the execution of the digital strategies and roadmap, implement the various digital initiatives to achieve A*STAR's digital vision, as part of the larger effort by DTID and guided by the A*STAR leadership Raise the digital literacy and innovation quotient of A*STAR workforce to equip them with the skills to embrace digital technology and business transformation Develop digital adoption plans and implement change management to ensure full digital and transformation adoption Develop and implement digital policies and governance to support A*STAR's digital efforts Apply Design Thinking / Service Journey methodologies to business use cases to map out a streamlined and joyful end-to-end business processes Map the wider A*STAR digital architecture and interface digital platforms to deliver a complete and integrated enterprise-level digital workplace, together with the A*STAR IT Division Help business owners derive functional/technical specifications, conduct technology watch of leading edge digital technologies in the market and source for most cost-effective solutions that best meet A*STAR's needs Manage the develop of relevant digital projects, manage project risks and adopt the appropriate development methodology (e.g. Agile or Waterfall) in an Outsourced, Co-Sourced or In-house development environment Ensure smooth deployment of these digital projects, adoption and operations. Analyse impact of requested changes and propose improvements to continuously address changing business needs In addition, you will assist the Chief Data Officer (CDO) to drive data culture and transform A*STAR into a data-driven organization. You will lead a data management tea Formulate and document A*STAR's data strategies and implement data initiatives to achieve the end outcome of delivering Data-as-a-Service, under the direction of the CDO and A*STAR leadership Assist the CDO to drive data culture and build capabilities within A*STAR to harness the full potential of data for insights and decisions Help drive a strong culture of data security by developing data policies and processes to protect A*STAR data and systems Develop data governance and put in place procedures to ensure high quality data that are ready and fit for analytics Work with multiple business units to establish an environment for data sharing, exploit data and implement data projects Build data infrastructure to support data management and facilitate data projectsWhat we are looking for:

  • At least 12 years of experience in strategy planning, technology development, business process re-engineering and project management Ability to take a strategic view of organization needs and the digital transformation roadmap, translate to short/medium term workplans and drill down to implementing specific digital initiatives Familiar with design thinking, user journey mapping and project management methodologies (e.g. waterfall, agile) Good understanding and working knowledge of current IT trends and modern digital technologies Experience in facilitating workshops for business users to define problem statements, articulate desired business outcomes and drive business transformation or process re-engineering Ability to translate business needs to technological requirements and propose digital solutions to achieve the desired outcomes Project management skills to drive multiple projects and manage technical implementation to deliver outcomes within the approved budget and timelines Working experience in conceptualising, strategizing and implementing datarelated initiatives and policies, with experience in public policy and governance Familiarity with Government / Public Sector Financial, Procurement and Cybersecurity Instruction Manuals and experience in governance, risk management and compliance is preferred Possess strong leadership qualities with the ability to provide guidance to your team members Good organisation acumen, excellent communication and interpersonal skills to engage with C-suite, internal and external stakeholders as well as technology staff Dynamic and self-motivated individuals who value integrity, teamwork and excellence Excellent problem solving and analytical skills as well as oral and written communication skills The above eligibility criteria are not exhaustive.
