Job Overview The Director is responsible for promoting thoughtful, forward-looking spectrum plans and policies that create opportunities for continued innovation and broader access to advanced communications technologies in the APAC region and beyond. This position will focus on: 1) development and execution of spectrum advocacy strategies in support of the Company’s business priorities and public policy agenda across the APAC region (excluding China and India); 2) tracking, research, and analysis of radiofrequency spectrum policy, legislative and regulatory issues affecting the Company’s business interests across the APAC region; 3) leading engagement in regional spectrum planning and coordination activities; and 4) establishment and maintenance of relationships and dialogues with government officials, industry stakeholders, trade associations, among others engaged in spectrum planning across the APAC region. The Company is committed to playing an active and constructive role in the ongoing development of spectrum policies, plans, and regulatory frameworks that meet the needs of the Company, the high technology community, and society at large. The Company’s government relations and policy programs seek to support the ICT industry’s continued strong economic growth by helping to create a dialogue with government authorities that promotes sound public policies and addresses emerging regulatory, policy and legislative issues. This position is under the Government Affairs team reporting to the APAC GA Vice President in Washington DC. The person will also work closely with the rest of the divisions in APAC and San Diego. Key Responsibilities
  • Develop and execute plans, policies and strategies intended to maximize the availability of key spectrum resources aligned with the Company’s business priorities and public policy agenda in the APAC region. This will include licensed, unlicensed, and shared spectrum approaches.
  • Lead the Company’s engagement and participation in regional spectrum planning and coordination fora, including the Asia-Pacific Telecommunity/APT Wireless Forum.
  • Support the Company’s public policy objectives as they relate to spectrum planning, management, and access and an enabling environment for wireless technologies.
  • Monitor, engage, and promote the Company’s interests relating to spectrum policy; this will include issues relating to current and future spectrum availability for technologies including mobile services (5G, 6G), intelligent transportation systems, Wi-Fi, and IoT, among others.
  • Identify spectrum positions, policies, regulatory instruments, and activities that are likely to impact the Company and industry, such as spectrum policies, auctions, licensing, and coordination; work with government officials, policy-makers, trade associations and other industry stakeholders to identify and positively shape positions on these issues.
  • Identify, establish, and maintain relationships with key government and regulatory officials engaged in spectrum planning and management that are critical to the growth of the Company’s business in APAC. Identify common interests and potential friction points.
  • Identify, analyze, and describe links between technology, policy, and regulatory actions in the spectrum context as they relate to and influence each other.
  • Represent the Company externally on spectrum matters before APAC government officials at all levels, intergovernmental institutions, industry associations and other professional organizations.
  • Write briefings, prepare and deliver presentations to regulators, government officials and industry associations.
  • Provide clear and concise advice on spectrum matters related to the Company’s business interests in the APAC region.
  • Work in a team-oriented environment to promote understanding of the Company’s innovative approach to business and of its business model, the specific challenges and opportunities faced, and possible spectrum-oriented actions by governments.
  • Work with internal clients in support of the Company’s different business divisions and to assess opportunities/challenges relating to spectrum issues.
  • Work closely and collaboratively with the Company’s APAC-based business leads.
Basic Qualifications
  • A minimum of 10-12 years of professional experience in a government affairs program, ideally in a high-tech Company and/or a government agency addressing spectrum planning, management, and public policy.
  • Experience developing and analyzing radiofrequency spectrum policy in at least one APAC market.
  • Excellent working knowledge spectrum usage and trends in the APAC region in low-band, mid-band, and mmWave ranges relevant to mobile technologies, including unlicensed and licensed spectrum allocations, technical rules, and relationship to global allocations and usage.
  • Experience developing and implementing spectrum planning and advocacy strategies.
  • Experience working with government agencies and a good understanding of how spectrum planning and policy-making processes work in different organizations (regulatory agency, ministry, congress).
  • Experience with ITU spectrum planning processes and activities, as well as related region-level activities (e.g., Asia-Pacific Telecommunity).
  • Knowledge of ICT-sector standards development processes (e.g., 3GPP).
  • Proven ability to prepare reports on spectrum trends, activities, opportunities, and challenges.
  • Ability to work and function effectively in a team environment where roles and responsibilities may not be clearly defined.
  • Ability to prioritize and meet deadlines in a fast-paced environment.
  • Leadership skills and ability to establish and maintain a high degree of personal credibility and respect.
  • International travel required.
  • Excellent oral, written, presentation and interpersonal skills.
  • Excellent research and computer skills.
  • Spoken and written fluency in English is essential.
Preferred Qualifications
  • 5+ years radio regulatory work with national regulatory authorities, including participation in multiple decisions or rulemakings.
  • 5+ years radio regulatory work with a major wireless equipment vendor or network operator.
  • 5+ years participating in ICT industry organizations on spectrum-related matters.
  • Ability to work in [Korean, Japanese, or Vietnamese].
Education Requirements
  • Required: Bachelor's degree in relevant subject such as engineering, business, political science, international affairs.
  • Preferred: MBA or Masters Degree in Public Policy, International Affairs, Law. [Engineering?]
