The Executive Assistant will be responsible to ensure accurate and timely generation of patient bills, bill size estimates for financial counselling and reconciliation of counter collections to settlement reports.
MAJOR DUTIES AND RESPONSIBILITIES
(A) SPECIFIC
Billing and Payment
1. Check batch printed bills (generated from the SAP system) and follow up with Operations department on billing errors, such as Accident and Emergency (A & E) transfer linkage errors. Mail out bills that are in order.
2. Submit e-invoices on government billing portal to bill government agencies.
3. Generate Pharmacy bills (via iPharm system) to companies and notify them to make payment.
4. Generate unbilled reports for verification by Operations departments (e.g. Inpatient, A & E).
5. Cancel/Open bills for amendments by service departments to services, payment mode, payers etc. Ensure proper authorisation is obtained before opening of bills.
6. Liaise and follow up with transferor hospitals to incorporate A & E fees to inpatient bills.
7. Download and summarise late charges report for review by relevant departments.
8. Check for billing under multiple accounts and amend bills for patient merge cases.
9. Process credit card/interbank GIRO (or ZOOM) application forms submitted by payers. Maintain ZOOM database and follow up on termination requests, unsuccessful application or re-applications.
10. Process payment deductions of payment for ZOOM members, and follow up on unsuccessful deduction and related enquiries.
System Integration - Counter Collection
1. Check reports generated from counter departments to ensure collections flow correctly to financial system (SAP), signatories are in place and all supporting documents are in order.
2. Follow up on counter discrepancies and post adjustments to relevant clearing accounts.
3. Post inter-company collections for institutions within Yishun Health campus.
4. Process refunds via manual cheque and credit card, and post refund entries in SAP.
5. Manage cash float exchange from frontline collection counters/departments.
6. Raise ePayment requests to pay commission fees charged by collection outlets, such as 7-eleven and SingPost.
7. Prepare month-end audit schedules with supporting documents for Manager's review.
8. Follow up with Finance Shared Services (FSS) on all uncleared accounts.
System Integration - eFinancial Counselling (eFC)
1. Set up and maintain coding tables in SAP eFC system.
2. Extract historical data from Finance team's database system (AIMS) for review.
3. Refresh, check and revise financial counselling estimates half-yearly by adjusting the padding amount (i.e. estimates for ad-hoc consumables), where necessary.
4. Perform user acceptance test for enhancements and work closely with Operations team to refine and improve accuracy of bill estimates.
