[What the role is]
The Pollution Control 1 Division (PCD1) is responsible for the control of air and water pollution, hazardous substances and toxic industrial waste. The Chemical Control and Management Department (CCMD) of PCD1 oversees the management of hazardous substances and toxic industrial wastes to safeguard Singapore\xe2\x80\x99s environment and public health. You will be part of the team in CCMD for managing and reviewing regulatory controls on hazardous substances.
[What you will be working on]
Your primary job responsibilities will include the following:
Develop, review and enhance policies and regulatory frameworks to ensure environmentally sound management of chemicals that are controlled as hazardous substances under the Environmental Protection Management Act and its relevant regulations
Monitor latest developments of various Multilateral Environmental Agreements (MEAs) that Singapore is a Party to, and ensure Singapore\xe2\x80\x99s compliance with the obligations under the MEAs
Participate in relevant regional meetings, workshops and bilateral fora of key environmental interests to Singapore and network with overseas environmental authorities (e.g. on overseas policies and regulations on chemical management and environmental pollution control)
Engage and consult relevant stakeholders (e.g. chemical companies, industry associations, government agencies, members of the public) in the development and review of environmental policies and regulations, and working in collaboration with the relevant NEA departments, divisions and the Ministry of Sustainability and the Environment (MSE).
Assess licence applications and carry out inspections on facilities handling hazardous substances or vehicles transporting hazardous substances, to ensure compliance with relevant legislation and requirements
Represent NEA/PCD1 in inter-agency and cross-departmental committees and working groups to provide relevant technical inputs on chemical and environmental pollution control
Contribute to and support other work in PCD1 and NEA (e.g. management of workplace safety, rotational duty for response to pollution incidents after office hours, representation on various teams/committees, etc.)
[What we are looking for]
Degree in relevant engineering field (chemical engineering preferred)
2 or more years of relevant working experience, preferably in chemical manufacturing operations, pollution control or environmental management. Fresh graduates will also be considered.
Interest in environmental protection and adept at working with different stakeholders
Strong analytical and communication skills, including the ability to articulate analysis and recommendations in clear and concise terms
A good team player with strong interpersonal skills
Highly motivated and able to work independently where necessary
Meticulous with an eye for detail
Driven, resourceful, organised and able to multi-task
