THK EIC involves structuring classes around small groups enco The Early Intervention for Children (EIC) Services helps equip children with motor, communication, social, self-help and cognitive skills. THK EIC involves structuring classes around small groups encompassing early childhood special education, social work and therapy support services to stimulate their adaptive functioning and school readiness skills. Reporting to the Divisional Director and HQ Finance Director, you will oversee the Finance and Accounting functions of the EIC Services Division. You will work closely with HQ Finance and support the internal departments (Teaching, Social Work, Therapy, Admin) in the finance processes. Core responsibilities Supervise a team of Finance Staff and oversee the daily operations of EIC Finance Department Provide guidance to the Finance team on operational and financial issues Ensure that the established financial policies, guidelines and procedures are adhered to and applied consistently Review Purchase Requisitions, Vendor Payments, Staff Reimbursements, Monthly Client Billings and Fund Collections and Journal Entries prepared by the Finance Staff Ensure that the Vendor Payments, Refund to Clients and Staff Reimbursements are processed timely Spearhead budgeting, projection and financial analysis and recommend corrective actions Monitor CAPEX and OPEX budget and recommend budget transfers as needed Adhere to HQ Finance monthly accounts closing and quarterly variance reporting deadlines Submit monthly financial and KPI reports to the management Prepare/review AR, AP and bank reconciliations Prepare/review accounts schedules (e.g. Accruals, Held-In-Trust Funds, Prepayments, Intra-company balances, Funding Receivables) Prepare quarterly GST reconciliation as required by HQ Finance Manage outstanding fees due from clients Monitor cash flow requirements for the division Manage Fixed Asset Counts and Asset Disposals Attend to internal and external audit Identify areas for process improvements and make recommendations to the management Participate in system implementation and enhancements Undertake any other tasks as assigned from time to time Qualifications Degree in Accountancy with proven working experience in a similar capacity Sound knowledge of Singapore GST and Financial Reporting Standards Hands-on, meticulous and possess high degree of accuracy Take initiative and ownership of work Strong analytical and problem-solving skills Ability to produce quality deliverables and meet competing deadlines Independent as well as a team player with strong communication and interpersonal skills Thrives well in a 'paperless' environment IT savvy with hands-on experience in Dynamics 365 Business Central and Sage 300 ERP (Accpac) Experience in system implementation/data migration Well versed in Excel (e.g. VLOOKUP, Pivot Table) and PowerPoint Prior working experience in a charitable organisation is advantageous
