Job Description

We are seeking a reliable and detail-oriented freelancer to support our team on a project basis. This role involves leading quality assurance and control activities across offshore, power plant and municipal projects. This role is critical to ensuring compliance with international standards, client specifications, and regulatory requirements throughout the project lifecycle - from fabrication to commissioning. This is ideal for someone who is self-motivated, responsive, and able to work independently.

Main Duties and Responsibilities:

Quality Planning & Documentation

Develop and maintain Project Inspection and Testing Plans for various sub-components (skid, piping, pump, instrument, valves and etc). Develop and maintain detailed Inspection & Testing Procedures (ITPs) for welding, NDT, hydrostatic/pneumatic testing, surface preparation/coating, lifting operations, bolt tensioning, shipping, and storage, and other relevant processes. Prepare Supplier Regulatory Verification Plans, qualification records (e.g., welders, NDT operators), and performance documentation (e.g., speed and torque curves). Compile and submit Quality Control documentation packages to clients, ensuring completeness and compliance. Review and respond to client feedback on quality documentation, ensuring timely updates and alignment with project requirements.

Inspection & Testing

Conduct and oversee equipment inspections and functional testing at supplier facilities and offshore/onshore project sites. Coordinate inspections with Client and third-party representatives and ensure resolution of punch list items and non-conformances. Facilitate pre-inspection meetings with clients to align expectations and inspection scope.

Audit & Compliance

Lead internal and supplier audits to verify compliance with ISO 9001, ASME, API, and project-specific standards. Manage non-conformance reports (NCRs) and drive root cause analysis and corrective/preventive actions. Ensure continuous improvement of quality systems and processes.

Quality Data Management

Maintain accurate quality control logs, inspection records, and audit reports. Analyze quality trends and provide insights to improve project execution and reduce risk.

Job Requirements:

Bachelor's degree in Engineering or related discipline. Minimum 8 years of QA/QC experience in offshore, oil & gas, and related industries. Strong knowledge of international codes and standards (e.g., ASME, API, ISO). Certification in NDT, welding inspection, or quality systems (e.g., CSWIP, ASNT, ISO Lead Auditor) is preferred. Willingness to travel to offshore and international project sites. * Proficient in reading, writing and speaking English and Chinese.
