The subject matter expert on HR and People Risk, the role holder is responsible for ensuring that:
The Enterprise Risk Management Framework (ERMF) and underlying Risk Type Frameworks (RTFs) are effectively embedded across HR.
An effective control environment is maintained with regards to HR\'s First and Second Line processes.
The risk profile for HR remains within the Group\'s risk appetite.
Strategy
Define and lead the delivery of the HR risk roadmap, priorities and milestone plan, aligned to the standards / requirements set by Enterprise Risk Management Framework.
Collaborate with counterparts in other functions / businesses across the Group to drive a consistent and best practice approach to risk management.
Continuously evaluate and provide clear, balanced advice and leadership to senior management on the HR / people risk implications of business strategies and programmes and the cost benefit analysis of risk remediation.
Partner with stakeholders on key regulatory projects and initiatives, ensuring appropriate risk management practices and controls are in place.
Positively influence and challenge strategy, commentary and updates as a member of the HR Non-Financial Risk Committee, ABC Oversight Group and other relevant forums / working groups, upholding the integrity of HR risk / return decisions.
Business
Continuously evaluate and provide clear, balanced advice and leadership to senior management on the HR / people risk implications of business strategies and programmes and the cost benefit analysis of risk remediation. Partner with stakeholders on key regulatory projects and initiatives, ensuring appropriate risk management practices and controls are in place. Drive initiatives from a risk perspective that contribute the Banks 10% ROTE target.
Processes
Lead the HR function across all processes within the HR process Universe. Actively drive strategic risk decision making across all first, second and third line partnerships to deliver progress towards exceptional client service balanced with strong conduct, risk management and regulatory/ legislative adherence.
People & Talent
Drive an environment of performance, collaboration and compliance, to ensure issues are raised and blockages are resolved in a timely manner.
Define and oversee the effective management of headcount within the specialist pool of resources in the COE, role modelling new ways of working and innovative ways of driving productivity and performance within the function.
Responsible for managing and recruiting staff in the team, ensuring adequate capacity and focus on building high performing team by supporting development and planning for succession.
Lead direct and matrix teams to deliver specific projects and deliverables as determined by the relevant scorecard metrics and agreed functional priorities.
Lead by example and build the appropriate culture and values. Set appropriate tone and expectations from the team, ensure people are recognised and rewarded appropriately and work in collaboration with relevant stakeholders, including risk and control partners.
Develop and embed a high-performance culture with specific focus on capability, effectiveness and productivity.
Embed the Group\'s values and code of conduct in the HR Risk team to ensure that adherence with the highest standards of ethics, and compliance with relevant policies, procedures and regulations forms part of the culture.
Risk Management
Ensure there is a clear articulation of the framework for managing HR\'s First and Second-line processes.
Lead the implementation of all RTFs across HR, ensuring it is effectively embedded across all regions and processes by:
Providing global alignment, direction and leadership.
Monitoring and challenging RTF implementation progress / effectiveness, highlighting gaps and driving improvements.
Ensuring that risks are assessed, and control cost / benefit decisions are made transparently in accordance with the Group\'s standards and the Group\'s Risk Appetite.
Leading the design of effective controls and the systematic monitoring of control effectiveness and compliance with applicable laws and regulations.
Continuously monitoring and providing leadership and oversight of HRs risk profile and the effectiveness of the risk mitigation in place. Provide a comprehensive view of (1) the material risks facing HR and (2) the material People risks facing the Bank, ensuring that risk assessment and reporting is comprehensive and accurate.
Partnering with HR Policy and Standard Owners to create and maintain a suite of effective HR Policies and Standards. Ensure compliance with policy governance standards.
Leading the scenario analysis and stress testing for HR.
Embedding an effective and exemplary risk culture (aligned to the Group\'s risk appetite), with appropriate escalation.
Ensuring that all HR colleagues are aware of their risk management responsibilities through leadership, communication and training.
Lead engagement between Second Line teams and HR to ensure effective management, monitoring and reporting of risks.
Collaborate with colleagues across HR to ensure continuous improvement in HR to strengthen the control environment.
Governance
Drive exemplary governance across the HR function and engage with stakeholders across the Group to share and learn from best practice. Drive a governance culture of challenge and accountability as part of the senior leadership team within HR Governance and Controls.
Regulatory & Business Conduct
Display exemplary conduct and live by the Group\'s Values and Code of Conduct.
Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
Lead the HR risk team to achieve the outcomes set out in the Bank\'s Conduct Principles. Fair Outcomes for Clients, Effective Financial Markets, Financial Crime Compliance, The Right Environment.
Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.
