The opportunity

The incumbent is a key member of the Compliance team and will be required to contribute to achieving the Company and Distribution\xe2\x80\x99s strategic plans and annual business plan.

Responsibilities

  • Assist the Head of Compliance in the general management and supervision of the Distribution Compliance teams and the team\xe2\x80\x99s work deliverables;
  • Prepare and execute an annual compliance work plan;
  • Prepare reports to management/stakeholders regarding the status of recommendations made as a result of monitoring review findings;
  • Ensure that Distribution complies with the Company\'s policies, procedures, and practices, and also with the applicable provisions of the Financial Advisers Act (FAA), and/or any other legislation or guidelines from MAS or LIA.
  • Work with Compliance, Agency Management, Distribution Learning and Development, Distribution Services, as well as with Agency Branch Directors, in ensuring the Company is continually working towards fulfilling its regulatory obligations, achieving sound market conduct by the representatives, and implementing best practices of financial advice;
  • Supervise the management of reviews of the relevant policies, procedures and practices conducted by the SCC team and provide Review Reports to the Chief Distribution Officer (CDO), Chief Legal & Compliance Officer (CLCO), Head of Compliance and Head of Distribution Learning and Development;
  • Work closely with Legal & Compliance, as well as with Agency Management and Distribution Learning and Development to update scope of review with any introduction of new guidelines from MAS or LIA, or any other relevant authority;
  • Supervise the management of appeals on replacement of policies. Its task is to ensure that regulatory and company requirement on the replacement rule is in place to monitor improper switching and to take appropriate actions in adherence to the MAS and LIA guidelines. Its tasks include developing test plans and conduct User Acceptance Tests (UATs) on all new product launches in relation to the replacement rule;
  • Act as a member of the recruitment approval panel team to assess and validate new Financial Planners (FPs) and Managers with adverse findings from reference checks to comply with the MAS Fit & Proper Guidelines;
  • Conduct reviews and determine the extent of Conflict of Interest arising from FPs and Managers involvement with outside business activities;
  • Coordinate, take lead and work with the relevant cross functional teams to ensure the initiatives on Fair Dealing Outcome for Distribution on Financial institutions having competent representative who provide customers with quality advice and appropriate recommendations are implemented on a timely basis;

What we are looking for
  • Bachelor\'s degree of business relevance or higher with at least 10 years of compliance experience in similar capacity in the financial industry, preferably within a life insurance environment
  • Excellent working knowledge of Insurance Act, Financial Advisers Act, other relevant MAS regulations and guidelines and LIA Guidelines
  • Strong understanding of life insurance, financial advisory environment and business needs and able to provide solutions to support business stakeholders.
  • Strong communication and interpersonal skills
